Glassfiber for Frisian video service desk

Incidentally, I was around when some collegues were starting the construction of a glassfiber connection for the 'Heidepunt' in Twijzelerheide. We were planning to demonstrate the Byldskermloket, the video service desk. Representatives of the Achtkarspelen municipality, Home care institution Thuiszorg De Friese Wouden and reintegration organisation Raderwerk had just seated themselves when an enormous drill was started.

The technicians might not have timed their visit well, but on the other hand, a better moment was hardly imaginable. An internet application, assisted by high end digital infrastructure, that's what the visitors had come for. And the guys were quickly done. Hole in the wall, fiber ducts in place and back to business again.

The ADSL connection, used up till now, was hardly adequate for the skype based video communication. We expect the video quality to become much better now. At the same time, Kabel Noord will connect two elementary schools to glassfiber.

Vital Rural Area

The Byldskermloket is one of the Vital Rural Area pilot activities in Work Package 1, which is concerned with improvement of rural services. I have blogged about Vital Rural Area regularly.

Kickoff for digital services Burum

Burum, December 7th, village centre Toutenburg.
Marcella Jansen of the Kollumerland c.a. municipality presents the actual status of 'Smart Rural Network Society' and the Digital Village Centre. After her speech, the virtual community website www.burum.info/digitaalplatform and a great number of digital health and welfare applications are demonstrated.

A virtual village centre is being constructed, in cooperation with the villagers. Innovative ICT applications try to reinvent and reinstate services, that have been disappearing because of increasing demographic decline. Quality of living may be retained, or even improved.

The virtual village centre starts with an interactive virtual community platform on the internet. Also, a health care pilot and a virtual video service desk. Of course, a lot more is possible e.g. supermarket services, help and contact improvements of inhabitants.

Survey

At the close of 2010, a survey was executed in Burum, in cooperation with the Frisian social research institute Partoer CMO Fryslân. The Burum inhabitants were asked what kind of services and facilities they were missing and which they would like to have returned to the village.

This survey led to a lot of new ideas and suggestions: a village website, accessible on the television set; a local section of Senior web, an internet community of senior citizens who learn their age group peers how to navigate the web safely and securely; delivery of books and shoppings to the village centre depot; a website organising neighbourly assistance; a video service desk in the village centre to access municipal, banking or health care service providers. Other ideas were online shopping, online gaming, book swap via internet or television, mobility sharing, or mutual assistance by swapping expertise.

Joanneke Holtrup of home care institution Thuiszorg Het Friese Land explains to the villagers how the video communication functions. At the moment, her organisation delivers long distance home care to more than 120 clients.

Health care

The 7 December evening was focussing on the digital possibilities for health care.

During the last few months, the health care subgroup, chaired by Partoer specialist Trees Flapper has started to work on the results of the 2010 survey. The group selected six digital applications that were already available in the Netherlands and had their owners present them to the villagers. These were:

ICT specialist Jan Zijlstra, himself a Burum villager, is developing the virtual village community website , based on the Ning platform.

The Burum villagers can use the virtual community website to search for information on virtual health care applications, or discuss the availability and sensibility of these digital services. There are a chat facility, a forum, a blogging module and they can share media. In this way, they cooperate to realise their ideal village centre. An enhanced physical, brick a and wood village centre, accompanied and assisted by a virtual village centre.

The evening was attended by approximately 35 villagers.

Smart virtual village Centre

Lous Ebbens (DHV), Meindert Rozendal (Kabel Noord), Marcella Jansen (Kollumerland c.a. Municipality) and Gijs van Hesteren (me, Kabel Noord) have cooperated to write a newsletter about 'Smart Rural network Society', a pilot activity of the third work package of the Interreg project 'Vital Rural Area'. The reason for the newsletter was an informative evening about digital care and health applications, in the village centre Toutenburg of Burum, December 7th 2011.

One of the things we tried to do was a table of relationships between a village centre and an actual brick village centre.

Marcella Jansen says, that the newsletter will be delivered to all households of Burum.

Vital Rural Area Update # 3 - Optimising Services

Recently, the third issue of the Vital Rural Area Newsletter was published. In this newsletter the focus was Optimising Services, Vital Rural Area’s Work Package 3. Kabel Noord was very honoured to be appointed as editors of this issue. On request of Jan Walburg, program manager of the European Interreg IVB project, our trainee Meindert Rozendal and me have done the interviews and compiled all the texts. In correct English, thanks to Paul Dickson from the UK!

International Policy Forum

In May 2011, Danish, Norwegian, Belgian and Dutch partners met to review progress on Work Package 3, during the International Policy Forum at Esonstad, province of Fryslân. ‘Our goal is to improve the quality and the quantity of services in rural areas,’ said Martijn Ledegang Chairman Work Package 3. ‘These services can be non-profit or commercial. They may be delivered in a traditional way, but are more likely to be digital.’
Generally speaking, all proposed activities are developing on schedule, but there have been some setbacks. Martijn Ledegang explains, ‘the setbacks have been minor, mainly in process management and the search for cofunders. The market has to deal with the financial crisis and SMEs are reluctant to spend money on innovation with uncertain results. The good news is that all partners are in agreement about the scope and content of the proposed regional projects.
The broader picture has never been questioned.We are all certain that ICT, internet and new media will have an enormous influence on the future of rural regions and are doing our utmost to translate this into common practice.’

NOFA, Kollumerland, The Netherlands – Tinke, net Drinke

NOFA is working with NetNix, a foundation that produces multimedia with young people, for young people. NetNix filmed a series of videos for the ‘Tinke, net Drinke!’ (Think, don’t Drink) anti-alcohol project in Kollumerland. ‘Rather than inviting young people to unwanted advice sessions, we decided to use their music, video and daily lives as a backdrop to the problems associated with alcohol abuse,’ said Marcella Jansen. ‘Both adults and young people were happy with the result.’

NOFA, Burum, The Netherlands – Irreversible Trend

The North East Frisian municipality of Kollumerland c.a. and the Province of Fryslân have chosen the small village of Burum as the focus for their Vital Rural Area pilot projects. Burum is a small settlement with around 600 residents. The average age is rising – an irreversible trend. The village does not have a shop, café, post office or bank, however, the lively village centre has become the focus of activity.
Marcella Jansen, municipal project leader, explains, ‘a Byldskermloket is being created in the village centre. This virtual office desk will bring municipal and commercial services to the citizens, including a social support desk, police and shopping.’
‘Accessibility and transport, loneliness and safety are also key issues,’ added Marcella Jansen. ‘A group of stakeholders is working on a package of healthcare services based on ICT. Home help, GPs, a pharmacist and physiotherapists are participating. The plan is to offer services that will make it possible for the elderly to continue living in the village, even if they need care and assistance.’
‘We are promoting a healthy lifestyle and neighbourly help. Our umbrella project is called the ‘Smart Rural Network Society’. The aim is to build a community network, in close cooperation with the villagers. It will look like a local Facebook, will be connected to the digital office and will complement the village centre services.’

Vejen Kommune, Denmark – It’s all about changing habits!

Helped by its advanced fiber to the home network, Vejen Kommune has developed several projects for Work Package 3. They have prepared a web portal for elderly people and a number of video conferencing systems for various applications. Currently the most successful is distance medical diagnosis using video phones. Project Leader Simon Simonsen introduces a further project, ‘this year we have started implementing several digital self-service solutions. We expect that local residents will have less need to visit the municipality offices. Citizens will have access to services online. It’s all about changing habits!’
‘Until now people have been used to the idea that they had to go to the municipality’s offices. However, thanks to the work of more than100 of our Digital Ambassadors, who are training fellow citizens and colleagues to use the system, we have had a significant increase in online contact.’

Finnøy, Rogaland, Norway – Changing Lifestyle

How is the region going to improve innovation in health and wellbeing? Keywords are the use of ICT, lifelong learning and enabling individuals to make the right choices. Local project manager Heidi Skifjell explains, ‘our main aim is to change the lifestyle of Finnøy residents. This municipality comprises a number of islands and has 3000 inhabitants. The people do not have a healthy lifestyle.We think they should care more about their eating habits and take more exercise, instead of sitting in cars or behind desks. Rogaland county has launched a website, www.livsstil.finnoy.no, in cooperation with Finnøy municipality, containing information about health, better food and exercise. Recipes are provided and health specialists give advice including a medical doctor, a dietician and a physiotherapist. The popularity of the website is growing. Already 92 people have signed up. At the moment there are twice as many women as men, average age 45 to 50.We expect interest in the website will grow quickly.’

Twijzelerheide, Achtkarspelen, The Netherlands – Byldskermloket

At the end of 2010 the Byldskermloket (virtual office desk) was opened in the Heidepunt (Village Support Centre) in the small community of Twijzelerheide, municipality of Achtkarspelen. Broadband with webcam connects the residents to the municipality offices, 15 kilometres away. Initially, only employment and welfare services were available, but during the last six months the municipality has developed a comprehensive package of services for its Twijzelerheide virtual office.
‘Not only does the municipality act as service provider,’ said Frederieke van der Lijn, project manager working with Esther Veenstra and a group of SME partners. ‘But the local police has also decided to use the virtual office. And although a final decision has yet to be made, the regional Rabobank wants to join the platform. The ADSL connection will be replaced by a broadband glass fiber network. This will improve the bandwidth, speed and capacity of the services. It will be possible to have Skype conversations in full HD quality, and file transfer will take milliseconds.’ The virtual office desk project was completed in 2011 and is now an integral part of the village’s daily life.

Achtkarspelen, The Netherlands – Klasseglas Project

The Achtkarspelen municipality wants to connect all its primary schools to a glass fiber network. Using ICT will improve the quality of education programmes. Sytze Nauta, responsible for the Klasseglas project explains, ‘Twijzelerheide village support centre and two primary schools will be connected. This pilot will be monitored not only for education delivery, but also for local government and management use. The glass fiber connection will be operational by the end of 2011.’

Kortrijk, Belgium – Fast Glass Fiber Network

Several municipalities in the area now see the need for a fast glass fiber network. Recently they agreed a longterm plan for its development. However, according to Filip Meuris, project leader of Vital Rural Area in Belgium, more support at the political level is still necessary. ‘A test project started this year, in an area to the south of the city of Kortrijk. This is a modest pilot, resembling the Glês yn Hûs project in Dokkum, The Netherlands. We hope that it will facilitate new business activity, citizen engagement with public issues and greater community interaction.’
‘On 15 September all municipalities in the Kortrijk region signed the Regional Ambition for e-government and service delivery, which includes the commitment to collaborate over the ICT infrastructure. One of the main activities will be the construction of an open regional broadband network, connecting all local government offices, research and educational institutions, major industrial sites and hospitals.
The Vital Rural Area project has been an important catalyst for this commitment.’ The broadband infrastructure will support both new and existing projects, for example ‘My Ugly Spots’, ‘Our TV’ and a home care website. Filip Meuris explains, ‘citizens can post their ‘Ugly Spots’ online and these can commented on by others using Web 2.0 techniques. The local government has launched a digital TV platform, which shares news, experiences and views with residents. Anyone interested can become a stakeholder in ‘Our TV’. Before the end of 2011, we also plan to launch thematic films in co-operation with health and care professionals.’

The Internet of Humanity

Al op 13 januari gunde Max Vijftigsschild mij de primeur. De directeur van de Friese Internetacademie kwam ik tegen tijdens het symposium van het Friese innovatiefonds Fryslân Fernijt. In dank heb ik me beperkt tot een enkele tweet, want tenslotte ben ik slechts een amateurjournalist. Op 12 januari miniblogde ik: "De internettende wasmachine van de Friese Internetacademie is intussen een feit."

De primeur was voor mij, omdat de innovatieafdeling van het Dokkumer Kabel Noord een klein bijrolletje heeft kunnen spelen. Dankzij de Powerlineadapters die we over hadden van het IPTV-project Gamenations kon de proefmachine snel en gemakkelijk gekoppeld worden aan het internet.

Daarna was het even stil, totdat Vijftigschild een persbericht verzond. Het nieuws over de uitvinding werd deze week opgepikt door de Leeuwarder Courant en Omrop Fryslân, zie onderaan dit bericht.

Vijftigschild zelf zegt hierover: "Het idee van een slimme wasmachine is al drie jaar oud. Dit semester diende zich een afstudeerder aan, Jorrit Praamsma. Hij wilde het project graag uitvoeren. Het is gerealiseerd met open source hardware en software. De basisgedachte is ketenomkering. Het energiebedrijf zet de wasmachine aan op het moment dat de energieprijs laag is."

In deze tijd van Smart Grids en het Internet of Things ligt een zelfdenkende en internettende wasmachine voor de hand. Vijftigschild zelf spreekt over Web 3.0.

Onderweg naar morgen

Helemaal geen gekke gedachte, vind ik. We begonnen met Web 1.0, het Internet van de Techneuten. Daarna ontstond Web 2.0, het Internet of People. Via Internet of Things voorzie ik dat er over een jaar of dertig een Internet of Humanity is ontstaan. Wij zullen desgewenst een USB-stick in ons oor steken. Daarmee staan wij in permanente verbinding met het web. Van tijd tot tijd zal ons individuele bewustzijn deel uitmaken van een overstijgend, wereldwijd en gemeenschappelijk bewustzijn. De som van 1 + 1 zal meer zijn dan 2.

Het is duidelijk dat we in een tijdperk van overgang leven. Deze maatschappelijke transitie is minstens zo ingrijpend als de overgang van een jagend naar een sedentair bestaan, de uitvinding van het schrift of de industriële revolutie.

Achteloze delete van webarchief

Het Volkskrantblog gaat uit de lucht, kregen wij bloggers onlangs te horen. Naar nu blijkt heeft de vaste redactie van de papieren krant altijd met dédain neergekeken op al die onopgeleide, onbetaalde en ondeskundige bloggers op dit VKblogpodium.

Dat beeld wordt niet alleen bevestigd door het korte en onverschillige e-mailtje dat ik onlangs ontving van hoofdredacteur Philippe Remarque. Vandaag wist ik dat zeker, na lezing van de wekelijkse column van Thom Meens, de normaal gesproken altijd redelijke en empatische ombudsman van de Volkskrant. Hij is blij dat hij van de bloggers af is. Ik vind het een beetje gemakkelijk hoe Meens de schrijfsels op het vkblog als 'bagger' kwalificeert. Ik voel me aangesproken en misschien zelfs enigszins beledigd.

Nee, wat Meens stelt is juist: zelden of nooit verscheen er nieuws uit het vkblog in de reguliere krant. Was het niet nieuwswaardig of niet lezenswaardig? Nee, de krantenredactie nam niet de moeite om naar de parels te zoeken, laat staan dat de redactie zou weten hoe die te vinden.

Enfin, dat gedoe met het vkblog leidt alleen maar af. Ik wil er helemaal niet mee bezig zijn. Helaas blijft dit aandacht opeisen; ik vind het lastig dat m'n online archief vernietigd wordt, door de verdedigers van 't vrije woord nog wel.

Uiteraard verschijnt dit blogje ook op vkblog. Je weet maar nooit hoe lang dit podium toch nog bestaat.

Het geheim van Terneuzen

Onderweg en toch thuis

De man van de nieuwe wethouder in Harlingen zit ook op Twitter. We hebben laatst samen koffie gedronken in Hotel Zeezicht. "Je moet eens bij ons langskomen," zei Conny van Gremberghen, journalist van beroep. Niet veel later vind ik mezelf terug in een viersterrenhotel in Terneuzen. Inderdaad, van het een komt het ander.

In de eetzaal van het hotel kijk ik uit over de Westerschelde. Het zicht op het langzaam in het avondduister verdwijnende grootscheepse vaarwater ontdooit mijn oude zeemanshart. Het maakt me dichterlijk. Ik zit toch alleen aan tafel; het personeel is voorkomend maar afstandelijk, zoals te verwachten is in een net hotel. Alleen het twitterpubliek houdt me gezelschap. In hoog tempo stuur ik twichten het internet op.

“De bakens blinken, groen en rood. Op de Westerschelde vaart een boot. Het hotelmenu is best gezond. Dus ik tweet dat in het rond. “
“Schepen in de Scheldenacht. Hun lichten als rivieren. Ze varen langs, als verdwaalde dieren, vol verborgen dieselkracht.”
“Met zoveel virtuele eetgenoten, smaakte ook de zeebaars goed. Het geeft me voor 't toetje moed. Op de Schelde varen nog steeds die boten.”

Het Sinterklaasrijm doet pijn aan de oren, maar enfin, dit houdt me even bezig.

Ongelooflijk uitzicht over de Westerschelde vanuit het balkon van het Terneuzense gemeentehuis.

De volgende ochtend vertel ik over het Noordoostfriese geheim. Samenwerking, doelgerichtheid. Platteland en ICT, een sterke combinatie. In de zaal luisteren de kopstukken van Zeeuws-Vlaanderen . Ze zijn de beslissers in de zorg, het onderwijs, de overheid en het bedrijfsleven. Jeanette Groeneveld leidt de middag. Zij is degene die me heeft uitgenodigd. We kennen elkaar via Vital Rural Area, het Interregproject waar ook Noordoost-Friesland bij betrokken is. Op Jeanette na lijkt breedband in Zeeuws-Vlaanderen een zaak van mannen in donkere pakken.

Breedband in Zeeuws-Vlaanderen

Feyo Sickighe van Bird & Bird gaat me voor. Hij spreekt over regelgeving en glasvezeltrends. Een goed verhaal, ik ben blij dat ik dat niet allemaal hoef te vertellen. Hij stelt, dat de coaxkabel nog wel 15 jaar meekan. Dát vraag ik me af. Ziet hij over het hoofd dat coax asymmetrisch is en beperkt van capaciteit? Wijselijk houd ik me buiten die discussie. Mijn eigen verhaal draai ik af binnen de gestelde tijd. Voor het eerst gebruik ik het online presentatiegereedschapje Prezi. De verbinding lijkt even te hangen, maar het kwam goed. Het publiek vind Prezi prachtig. Het halve werk.

Wethouder Bos opent de vergadering. Jeanette Groeneveld houdt in de gaten dat hij niet vergeet om iets te vertellen.

Alles goed en wel; ik kom daar om te vertellen hoe goed we het doen in Friesland, maar Zeeland loopt vóór op het Noorden. In elk geval hier en daar, zoals met glasvezelaansluitingen voor basisonderwijs. Niet minder dan 136 Zeeuwse scholen onderschreven onlangs een convenant. Ze gaan nu gezamenlijk aan het werk met breedband. Wij zijn zover nog niet!

Het gebruik van e-Learning en ‘werken vanuit de cloud’ staan op het wensenlijstje. Dat is iets dat noch de Zeeuwen, noch de Friezen al hebben kunnen verwerkelijken. Misschien liggen wij hier wél een beetje voorop: is dit een kans voor de Friese Virtuele Campus? Gert-Jaap van Ulzen heeft hard gewerkt aan het van de grond krijgen van deze gebruikersvereniging. De VCF gaat het draagvlak en de uitvoerende macht vormen voor betere efficiëntie en nieuwe vormen van lesgeven.

Breedband aanjagen

Ik noteer nog enkele zaken die me opvielen.
Toeristen worden een belangrijke factor in de breedbandbehoefte en men wil verder met toeristische wifi hotspots. Dat vind ik interessant, vooral omdat één van de techneuten die daar mee bezig is in de zaal zit.
De thuiszorgmanagers in de zaal herkennen onze projecten voor zorg-op-afstand. Ze aarzelen echter over de inpasbaarheid van e-Health in de zorgprocessen. Dat is geen nieuws voor mij. Het langetermijnbelang ziet iedereen in; het is alleen zo verdomd moeilijk om dat in kortetermijnacties om te zetten…
De bandbreedtebehoefte van het grote ziekenhuis in Zeeuws –Vlaanderen neemt exponentieel toe, dus misschien is het G-woord van ‘glasvezel’ toch niet zo overbodig.
Enfin, er is veel verwarring, over de begrippen breedband en over wie er een kar zou moeten trekken. Het leek wel Friesland. Eén ding is zeker: zonder regionaal aanjagen zal er niet veel tot stand komen.

Op de terugweg naar het Noorden sta ik in de file op de Ring van Rotterdam. Ik verlaat de weg en eet een lang niet slechte kipsalade bij de Schiedamse Burger King. Onder het kauwen denk ik nog even terug aan mijn Zeeuwse avontuur. Mijn komst was niet voor niets, vind ik, en past ook prettig in de Europese 'knowledge transfer' en internationale samenwerkingsgedachte van Brussel in het algemeen en van Vital Rural Area in het bijzonder.

Volkskrantblog, toch bedankt

Vier jaar en ruim zevenhonderd berichtjes verder is het nu bijna voorbij. Ooit koos ik voor het platform, vanwege het innovatieve karakter. Welk ander traditioneel medium gaf al in 2005 zijn lezers de kans om méé te schrijven aan de krant? Web 2.0 avant la lettre was het. Volkskrantblog, bedankt!

Het was een gewenningsproces voor me. Als beginnend blogger vond ik het bar spannend, die wereldwijde publicatie van mijn gedachten. Stel je voor dat iemand het leest! Bijna gênant. Het zou bijna aanvoelen alsof ik een blozende tiener was, die in de klas werd betrapt met een liefdesgedicht.

Naarmate het aantal roerselen steeg, nam de gêne af. Dat moest ook, want hoe word je anders ooit een schrijver? Volkskrantblog, bedankt!

Voor het medium koos ik ook, omdat de zoekmachines al die blogjes van de Volkskrantsite zo goed konden vinden. Die drempel had ik genomen: het maakte me op zich niet zoveel uit of het gelezen werd, maar als ik toch aan het schrijven ging, dan maar liever voor een zo groot mogelijk publiek. Nou, dat was er. Volkskrantblog, bedankt!

Dus dit afscheid is er een in dank en met een klein beetje weemoed. Ondanks de onaardige brief van de hoofdredacteur die ik deze week ontving. Die brief, die door Philip Remarque aan mij en aan alle andere duizend zoveel volkskrantbloggers was gestuurd. Net in functie en dit was zijn eerste wapenfeit. Au, dat deed pijn.

De stekker ging eruit, op 1 maart al. Tja, zei Philip Remarque, de redactie kon er nu eenmaal niet de benodigde aandacht aan schenken. Tja, dacht ik, het zal wel te duur zijn geworden. Tja, dacht de redacteur waarschijnlijk, het is crisis. Tja, dacht ik, had je niet even kunnen overleggen? Had je misschien op zijn minst “sorry!” kunnen zeggen? Tja, dacht Remarque, misschien kunnen we al die honderden berichten die iedereen de laatste jaren heeft geschreven wel migreren naar een andere site? Tja, dacht ik, misschien had je daar van te voren even beter over na kunnen denken? Verdorie!

Ach ja, het zijn de hard feelings die wel vaker de kop opsteken bij een afscheid. Maar dat is maar voor even. De wereld draait door, het overzetten van de berichten naar een andere website zal op één of andere manier wel lukken, de krant zal nog wel - even - blijven bestaan. Dus we kijken terug op de zegeningen die het ons bracht. Volkskrantblog, bedankt!

Nederland Vertaalt heeft een wedstrijd uitgeschreven. Onder andere kan je proberen de traditional 'House of the Rising Sun' te vertalen. Ik kon het niet laten een poging te doen. Het rijmt niet erg, maar dat doet het origineel ook slechts hier en daar.
Als je vertaling gekozen wordt, mag je meedoen aan de vertaalworkshops en het programma Nederland Vertaalt op 6 maart 2011 in het Muziekgebouw aan 't IJ. Dat lijkt me leuk.

Tweede sessie Thema Toerisme

Hoofdkantoor Grontmij, De Bilt. Licht teleurgesteld door de zeer lage opkomst zijn we met ons zevenen toch vol goede moed begonnen aan onze tweede bijeenkomst. We hoopten hier spijkers met koppen te kunnen slaan en dat is gelukt.

Het praatte gemakkelijk in zo'n kleine groep. We hebben rekening gehouden met alles wat tijdens de eerste sessie op 7 september is besproken. Dat was zeer uitgebreid genotuleerd door Moniek van Daal. Erg prettig, het gaf veel houvast.

Natuurlijk was het best ingewikkeld om met zoveel achtergronden en vanuit zoveel visies te komen tot een voor allen aanvaardbare thematiek. Aan het eind waren we eruit en zelfs konden we een aantalvan de belangrijkste taken verdelen.

Volgende week vrijdag zullen we per subthema een beknopte powerpoint aan elkaar presenteren. Die documenten worden het uitgangspunt voor het uiteindelijke hondertal pagina's dat we midden december moeten aanleveren. We zien elkaar dus over precies een week weer.

Herkansing; we hopen natuurlijk dat in elk geval de mensen die aangaven dat ze verhinderd waren erbij kunnen zijn en wie weet: degenen die niets hebben laten horen. Ook zij zijn nog steeds welkom!

European videoconferencing

Every time when we met, during the last one and a half year, Simon Simonsen and me assured each other that we would use video conferencing as an innovative way to keep in contact. In the European project Vital Rural Area, Simon represents the Danish municipality of Vejen. About twice a year delegates of North East Friesland, Denmark and eleven other international North Sea partners congregate. Regularly, I'm attending, as advisor of the North East Frisian municpalities and of the Department of Economic Affairs of the Province of Fryslân.

Meeting more often than twice a year would be preferable, but financial and practical considerations prohibit this. Nevertheless, these meetings are of utmost importance. The Interreg IV-B agency in Viborg demands 'transnationality and knowledge transfer'. Those two items are the most difficult aspects of any international project. Every participating region has its own - sometimes hidden - agenda and its own budget, and it's only human that they prefer to work on these aspects first.
On the other hand, if we want to learn form each other's best practices in Europe, we must try to share our secrets. Therefore, the Interreg Program pays a lot of attention to the international commmunication.

So, how did we solve this problem? The road to hell is paved with good intentions. Simon and me still had not gotten around to executing our promises. For a guy like Marc Crolla though, this was a piece of cake. He organised an international meeting about one of the Vital Rural Area projects, the Frisian Klasseglas project.

Marc has specialised himself in ICT work processes, research and organisation, video communication and transitions in the Health & Education sector. He has a lot of experience in video conferencing. He developed hardware platforms and work protocols for educational institutions and e-Health pilots in Spain and the Netherlands. His proposal was to have an international meeting, using Skype for an effective video conference.

Why skype? This platform is not yet compatible with video protocols like H323 and SIP, the generally accepted and age-old standards for video conferencing. That does not have to be problematic, though. Nowadays, tens of millions of users are connecting via Skype. For multi-point video conferencing, the big break has come with the latest bèta version of Skype 5. It's possible now, to make video connection for more than two users at the same time.

Of course, it's very probable, that the Estonian-Luxembourg company will develop compatibility with other internet protocols in the near future. A long time ago Skype enabled interconnection with mobile and fixed phone numbers, so why not with video protocols like H323? That aside, the platform is very cost effective. Installing Skype is free and if one eventually decides to uninstall it again, no money will have been wasted.

So, last week, we gathered around the virtual conference table. Beetsterzwaag, Dokkum, Surhuisterveen (NL) and Vejen (DK) spoke for about half an hour, with perfect sound and video and in real time. For two out of the five attendees, it was a totally new experience.

The first minutes, the participants needed to get used to the interface. Thanks to the protocol that Marc had developed, the chairman was able to lead the meeting effectively. For those who can read Dutch: read the weblog of Marc Crolla about this subject: Denen helpen Friezen.

The next experiment will be to have meetings more frequently and with a larger number of participants.

Willem Roggen en de kunst van het brommeronderhoud

Oude brommers eren levensgenieter met memorial run vanuit Harlingen

Willem Roggen was de Harlinger profeet van het brommervirus. Een excentrieke ouwe seun was hij, die van het leven een feest maakte. Hij is er niet meer, maar zijn voorbeeld en zijn herinnering worden levend gehouden door de jaarlijkse "Willem-Roggenrit". Honderden liefhebbers van klassieke bromfietsen trekken in juni naar de café 't Skûtsje. Op de hoek van het Franekereind en de Heiligeweg starten zij voor een rit door het Friese greidelân.

Een lange rij bromfietsers tekent zich af op het vidaduct over de A7 bij Wons.

Sinds mijn achttiende jaar beschik ik niet meer over een bromfiets. Door vrijheidsgevoel, rijbeleving en techniek geprikkeld heb ik me op het pad der motorfiets begeven. Desondanks was de brommer als fenomeen nooit uit mijn geheugen verdwenen. Niet voor niets: die eerste Puch Skyrider in 1969 opende voor mij de poort naar de wereld. Ongekende vrijheid! Wat maakte ik veel kilometers, dat eerste jaar. Dagelijks naar school in Oudenbosch, 32 kilometer uit en thuis. Maar ook reed ik vanuit Breda naar mijn oma in Hilversum, naar mijn tante in Haarlem, naar klasgenoten in Nieuwendijk en Hulst.

Niet veel later vierde ik met Willem Bouwkamp brom- en zeilvakanties in Zeeland. Willem, Robert Vermeulen en ik gingen kamperen op Sint-Anneke, om te werken in de Antwerpse haven. Met Egbert Kalle maakte ik een mammoetrit naar de Italiaanse Dolomieten. Dat allemaal met de Puch met het hoge stuur. Wel opgevoerd, want in het buitenland zijn er geen fietspaden. Je moet een beetje mee kunnen komen met het snelverkeer, toch?

Niet altijd verliepen de reizen vlekkeloos. Mijn mooie expansieuitlaat viel ter hoogte van Koblenz van de brommer af en verdween onder de wielen van een vrachtwagen. Niet goed vastgezet. Toen al ontdekte ik dat ik wel technisch en handig was in mijn hoofd, maar dat mijn handen het slecht vertaalden in de praktijk. Regelmatige pannes hebben mij achtervolgd in mijn brom- en motorfietscarrière, totdat ik mijn beperkingen accepteerde. Nu sleutel ik nog steeds veel - en met liefde - aan mijn vijf tweewielers, maar als het ‘moeilijk’ wordt, besteed ik het uit. Op die manier waarborg ik het goede functioneren van de Ducati, de MZ’s, de Yamaha en de Triumph.

Oudere jongeren, bij hun oudere brommer

Voor de meeste liefhebbers die zondagmorgen voor café ’t Skûtsje stonden, lag het anders. Zij waren wél handig met hun handen. Dit jaar was het prachtig mooi weer; dat zorgde voor een zeer groot aantal deelnemers. Hoe prachtig stonden hun machientjes er bij; wat stonden die mooi te glimmen in de zon! Ik zag het graag, maar vroeg me opnieuw af, waarom het mij nooit lukte om mijn tweewielers er zo strak uit te laten zien. Daarom werd mijn aandacht en mijn voorkeur onvermijdelijk getrokken naar de bezitters van de wat minder spectaculair onderhouden brommers. Gezellige maar rijdbare vervoermiddelen bezaten zij, met het patina van decennia duidelijk zichtbaar. "Dans son jus," zeggen ze in België en Frankrijk.

Auto? Nergens voor nodig!

Die duidelijk tweedehandse brombakfietsen bijvoorbeeld, geen showmodellen, maar dagelijks in gebruik bij hun eigenaren. Vaak oudere jongeren, of zelfs echte jongeren. “Ja hoor, de hond gaat altijd mee in de bak”, bevestigde een van de bestuurders mij. Geen probleem, dit keer paste ook diens vriendin of zusje er nog bij. Ik vond het een verleidelijk gezicht, al die leuke brommers; de trits met Tomossen en Puchs zou me bijna in de verleiding brengen om ook zo’n klassieker te gaan opknappen. Maar je moet mooie en goede dingen uit je jeugd nooit een tweede keer proberen na te doen, dacht ik bij mijzelf. Die eerste, sprankelende, zinderende ervaring van 1969, toen de wereld nog helder en jong was, kan je toch niet evenaren.

Het zijn maar bespiegelingen. Gelukkig zijn er veel mensen die er anders mee omgaan. Ik sprak met Henk van Doorn, die op zaterdag met een clubje geestverwanten vanuit Utrecht naar Harlingen was gebromd, bepakt met tent en slaapzak. “Heerlijk onthaasten,” zei hij tegen mij. Apetrots was hij op zijn Puch uit 1959, één van de oudste in het land, zo dacht hij. “Ik heb deze Puch gekocht in Duitsland. Het is een Oostenrijkse versie. Kijk maar, dat kan je zien aan het dekseltje over de ontstekingsmagneet. En hij heeft geen geel plaatje en geen wit achterspatbord. Dat was alleen in Nederland verplicht. De kleuren werden ook niet zo geleverd in Nederland.”

Henk weet alles over zijn brommers en hij restaureert en onderhoudt ze helemaal zelf. Natuurlijk heeft hij er meer dan één. Als er niets aan te veranderen of te verbeteren valt, dan zet hij de bromfietsen van vrienden en kennissen op de werkbank. “Sommigen vragen er geld voor, als ze andermans machine repareren; dat begrijp ik ook wel, maar voor mij hoeft het niet. Het is mijn hobby, toch? Ik kan lekker prutsen en dat kost me zo niets!”

Zijn rit vanuit Utrecht was geëindigd op een camping een eindje verderop, in de richting van Makkum. Op deze junizondag gingen Henk en zijn maten de Willem-Roggenrit doen. Een mooi rondje van 80, 90 kilometer, om met zijn tweehonderden te rijden. Daarmee zou hun expeditie nog niet afgelopen zijn. “Morgen gaan we de Elfstedentocht rijden. Niets officieels, lekker op ons gemakje. Volgens ons staan er overal borden, toch?”

Na de start reed ik met de Ducati een stukje mee met de rondrit. Misschien zou ik nog een mooi plaatje kunnen schieten onderweg. Rijdend aan de staart van de stoet bleek dat niet zo gemakkelijk. Eigenlijk zou ik de hele club frontaal hebben willen fotograferen. Het met veel Ducatigeweld inhalen van meer dan tweehonderd bromfietsers op de smalle binnenweggetjes van de route trok me niet erg aan. Ik liet de bromfietsers als silhouetten tegen de hemel uit het zicht verdwijnen. Via de snelweg zou ik proberen hen een eindje verder weer op te pikken. Helaas, ik kon hen niet meer terugvinden in het weidse Friese land. Volgend jaar maar weer…

Circuit Mettet feestelijk geopend

John Beumer brengt beknopt verslag uit van de opening van het nieuwe circuit te Mettet, op 12 maart 2010. Hij was er met een kleine SAM-delegatie, die verder bestond uit Evert Welvaart en de echtgenotes. Die wilden weleens wilden zien, waar de mannen hun tijd aan besteedden.

John Beumer: "Omdat de opening rond 10.30 uur een aanvang zou nemen en ik niet het risico wilde nemen om `s morgens vroeg in een file te belanden, hadden mijn vrouw en ik een kamer gereserveerd in hotel Beauregard/Casino te Namen(Namur). Een mooi hotel en een leuk casino, dat het uitstapje er niet goedkoper op maakte.
Namen is een bijzonder mooie stad met een gigantische citadel, die een bezoek zeker waard is.

Vanaf het hotel is het ongeveer dertig kilometer naar het oude wegcircuit te Mettet. Het nieuwe circuit ligt daar vlak naast. Dat de overnachting eigenlijk overbodig was (maar wel leuk), bewezen Evert en zijn vrouw, die in ongeveer drie uur vanuit Kesteren naar Mettet waren gereden. Deze 250 kilometer waren dus goed te doen.

De ontvangst in een grote verwarmde tent was bijzonder hartelijk, met champagne en diverse hapjes. Nadeel was, dat er vele lovende France woorden gesproken werden. Dat nam ongeveer anderhalf uur in beslag. Aangezien ons Frans zeer minimaal is, hebben wij hier totaal niets van verstaan! De hapjes en de champagne maakten veel goed.

Daarna ging het te voet naar het circuit. Wij kunnen jullie verzekeren dat hier een geweldig stukje circuitwerk is neergelegd. Niet voor snelheden á la 'Assen', maar het is zeker een mooie, stuurvriendelijke baan, met uitdagende bochten en hoogteverschillen. Een aanrader voor de klassieke rijder(ster) en de beginnende circuitrijder, maar zeker ook voor de snelle rijders, die hier hun hart kunnen ophalen.

Voor de aanwezigen was er de mogelijkheid de baan te verkennen in passagiersbusjes. Daar maakten wij naar goed Hollands gebruik als eerste van gebruik. De meegebrachte racekleding en helm konden in de auto blijven. Wel zo veilig, aangezien de champagne rijkelijk vloeide - naar goed Belgisch gebruik.

Verschillende klassieke en moderne auto`s, waaronder een Bugatti, werden op de baan losgelaten. Motoren als Ducati 888 en Desmosedici, maar ook klassiekers als Norton en Triumph, gingen met dusdanige snelheden over de baan, dat we een goed inzicht kregen wat hier de mogelijkheden zijn, hoewel er nogal wat stuifzand op de baan lag.

Op de terugweg hebben wij toch nog even een rondje over het oude circuit van Mettet gereden. Hoewel het een stratencircuit is, moet ik bekennen dat ik met heimwee en een ietsje emotie besef dat deze stratencircuits helaas niet meer van deze tijd zijn.

Op moment van schrijven heb ik nog geen overzicht van de inschrijvingen maar ik kan een ieder verzekeren dat het zeker de moeite is om je aan te melden voor deze SAM-circuitdag. Ik zou zeggen :DOEN!!

NijFinster Distance Care

In this article I describe some recent e-Health related projects, executed by the Dutch specialised company NijFinster. This is a hundred percent daughter company of Kabel Noord, a regional cable operator in the north of the Netherlands.

'Distance Care' at home care organisation Friese Land.

This is a project currently running. More than a 100 home care clients are connected to a video communication system. The newest generation of video phones is much more user friendly and a lot easier to configure and install. Better still, the system is cheaper than alternative systems presntly used in the Netherlands.

CEO Anja Paap: "With our well developed project concept, supplemented with our current technology and partners, we can serve any organisation quickly and at relatively low cost."

Business developer Gijs van Hesteren says: "We are very proud that we were able to implement this system so cost effectively - for ourselves as well as for the home care organisation concerned. Low cost is very important, especially for the target group. We have worked hard to acquire sufficient funding from innovation funds."

NijFinster video phone project

In this project, clients are connected to the Friese Land Health Care Center. This is open 24 hours a day, seven days a week. A follow up project is being set up.

Distance Care, enabled by interactive video communication, is gaining momentum in Friesland and in the Netherlands. Health organisations try to assist their clients more efficiently and more frequently.

Virtual polyclinic Wadden Islands

Medical specialst Hilde Royen discusses online with a patient and his island doctor

Patients on the remote coastal island Ameland contact a medical specialst in the regional hospital Sionsberg. Nominated for the Spider Award 2009 of the magazine ICTzorg. Eventually awarded a remarkable shared second place. From the jury report: "(...) innovative use of videoconferencing for direct interaction between medical specialist and patient. Anamnesis and diagnosis are investigated. That shows some guts."

This project was executed at instigation by the Frisian Cartesius Instituteand in co-operation with the Pasana-Sionsberg hospital in Dokkum en general practitioners on the Ameland island.

Kabel Noord increases internet speeds

Cable provider Kabel Noord is planning to raise internet speeds on coaxial cable before the end of this year.

The speeds will be as follows: 'KNID Lauwersland'to 1 Mbps, 'KNID Basis' to 4 Mbps,
'KNID Family' to 20 Mbps, 'KNID Comfort' to 30 Mbps. The new 'KNID Super' will deliver 60 Mbps. To enable these speeds, Kabel Noord has installed a Docsis 3.0-platform in September.

'Responsive Environments' surprise Domotica fair

My neighbours at the Domotica Fair of the Smart Homes Foundation really made an impression, with their transgressing designs for 'response environments' in the 'adaptive office'. One of the students involved spoke passionately, alsmost as an artist, about his designs. "It's all about making technology more accessible and adding useability," he said, "In a more natural, logical and intuitive way!"
His urgency made an impression on me. We see not a lot of that in this country.

Their tables were stacked with prototypes of 'home automation objects'. Under supervision of head design researcher Jorge Alves Lino the project members showed that there's more to home automation (Dutch: domotica) than automatic door locks, clever cable and tubing systems, or intelligent fire alarms.
"This is very exciting," they told me, "A fair full of end products and here we are, with a lot of very unmatured try outs!"

It made me think. For how long already have we been searching ourselves: for video communication hardware that does not deter its users, but invites them to play; for user interfaces that show them the way, in stead of making them lose it?

Their coach of the day Ben Salem was a man of unorthodox opinions too.
"In fact this fair is an oldfashioned event, all its innovative goals notwithstanding. It's well organised, but there would be so much more to gain. Why are all these kinds of technologies exposed so mixed up? Why is there not a team at the entrance that invites the visitors for a tour of the fair? Why are the unique characteristics of this building not used more effectively? The fair is stacked wirh products ready to market. Why not invite more groups like us, who are searching for new boundaries?"

Worth listening to, I thought. Most technology presents itself so dreary and unimaginatively. This was quite the contrary: artistic, long haired young people from all corners of Europe, led by a passionate thinker, with exciting stuff, built out of nothing. Read more at www.jorgelino.com

NijFinster at Evoluon

Great, it's Friday. We're driving home on the motorway. Yesterday, the mobile Vodafone network was down completely, today the KPN-netwerk tries to do worse. Well, nice and quiet, no Friday afternoon emails to handle and I try not to think of twittering. With my SMS service I can tweet comments, in any case.
We got into the car Tuesday afternoon, on our way to the Domotica fair of the Dutch Smart Homes Foundation. A 260 kilometer drive to Eindhoven, to crew the stand of eHealth consultant NijFinster Inc.

That same Tuesday evening my wife Inge and me had erected the NijFinster stand, at the upper, fourth ring of this remarkable Evoluon building. Our actions had taken some patience and inventivity, because of the long lines waiting for the elevator and the complicated staircases. But I prefer to speak well of the building: when the Evoluon was still a technology museum in the sixties, it was there that Inge as well as I saw our first colour television set. And the kids were allowed to turn the dials, which was unique those days. Today, the Evoluon functions as a congress and exposition centre, nothing wrong with that.

Hotel
We spent three nights at the Eindhoven Sandton hotel, at recommendation by the Smart Homes Foundation. Nevertheless, the hotel pretended more than it could deliver. Our room was situated outside of the hotel. We could reach it only after walking along the street. The bathroom was rather smelly, I think something was wrong with the plumbing. There were some unexpected animals in the bathroom. When I tried to choose a breakfast table, a member of the crew snarled: "Other table!" Okay, okay, I'm leaving already. Anyway, the other crew members were all right. For the money charged the hotel was not up to its standards, I think. No second visit for me.

For two days we worked in the flying saucer. Hundreds of people walked past the NijFinster stand. The second day seemed busier than the first. Both days, the public
seemed very interested and knowledgeable. For me, this turned out to be a fine event. Al this talking got me a dry throat, but the catering service was as good as ever. Try that at any other fair!

Meetings
Nice, to have the stand of Sharecare near us. The owners of that company are old friends. Their concept of a virtual care community fits into the strategy of the North east Frisian region: innovative use of ICT, internet, social media, to improve the quality of living in rural areas. It would not surprise me if a web based application like this would be carried by our prototype videophones with touch screen.

All on the wings of video communication and innovation. During the fair, I discussed intensely its ins and outs, I was brought to new ideas and received a lot of food for thought. Nevertheless, we can still be proud of what we have done recently with the NijFinster projects. For example with the screen-to-screen project of a hundred home care clients, or with the Spider Award nominated Virtual Policlinical diagnosis. at the Dokkum hospital De Sionsberg.

Broadband workshopping

In the afternoon, the conference moved to several parallell workshops. Of course, I chose the one about regional development and broadband. Flemming Just explained the advantages of broadband in peripheral communities. He is from the Esbjerg University of Southern Denmark and a member of the Vital Rural Area project's scientific group.

Mr Just directed the delegates to the website www.connectedcommunities.co.uk.
I was pleased to see, that the Scottish guys of that project had assessed the possibilities of broadband so well. Flemming Just said: "If all these amenities are to be used properly, IT skills are very important."
He produced a table of broadbandishness:

In the end, the acceptance and uptake of broadband depend on demand aggregation, political leadership, education and training, content production and development.

Someone in the public complained about the lack of quality internet access: "When the trees drop their leaves we have access, when they don't, we don't!"

Marga Waanders, mayor of the Dutch municipality of Dongeradeel, mentioned the Stedenlink lobby group, which acts on a European level. That is a typical urban lobby. She recommended a rural alternative for such a lobby. "We need this too!" she said.

Vince Muspratt complained about the slowness of his home internet connection. "I feel like I'm turning a wheel very slowly, while my computer cries please stop this maltreatment! I think that the cost of a normal glass fibre to the home connection, about € 1000, must not be the problem. This can be written off in 20 years, so that must be possible!"

The Danish section added: "Of course there is a very important role for politicians, that is very necessary. But they won't give support out of themselves. They will have to be pushed, informed, educated. The question is not which technology or at what cost, but about what kind of world we want to live in."

Give examples, start test projects, that is much more effective than just preaching all the good properties of broadband. Oh yes, and aggregating demand and more support from politicians.

Neo endogenous facilitators

Some remarks made by Neil Ward of the University of East Anglia.

He saw resilience and at the same time vulnerability as strong rural properties. No problem therefore, to implement some 'system shocks', which should act as stimulators for rural change.
Depending exclusively on endogenous facilitators was not sufficient: Ward was convinced that the regions in need should admit 'neo-endogenous' ones. Universities were examples of those. In any case: out of the box thinking, out of the box technology and out of the box partnerships.

All true, I think, and while listening my English has been extended with some completely new terminology.

Broadband infrastructure acts as innovation engine

Thorben Rune missed his plane. He was one of the keynote speakers of the Policy Forum. Helped by a Skype connection he showed his face to the delegates.
He missed the plane deliberately, stated Marcel Bullinga, day chairman, to show what was possible with broadband. Although the internet connection of the hotel was atrocious, it worked quite well this time. It was remarkable that a posh place like this hotel could not provide better internet connections! Some rural backwardness, I guess. Some others, who were critical of several other characteristics of the hotel, said: "Slow tourism, slow service, slow internet!"

Rune on Skype

After polite preliminaries the connection was reduced to just a voice transfer, so mr Rune could add comments to the presentation slides which were displayed before the audience. He showed some broadband based innovations, which were enabled by the regional glass fibre networks in Denmark, such as data multi screen medical exchanges and translation services.

The 'Filly Salmons five step guide to long distance learning' interested me. Also, the questions he asked of the government in Denmark:
"Why do governments hesitate to invest in digital infrastructure? Is it too complicated, too technical? Is it the EU, which demands a free market? Is it too much like a traditional TV-network? Is a digital infrastructure not really essential?"

Of course he had arguments to waylay these statements. I'll not go into that now, but I do mention his concluding argument, that netwerk neutrality was important! I could agree on that.

"One more minute left!" Bullinga warned halfway the presentation. A pity he was such as strict chairman. For me as representative of a digital infrastructure operator this discussion was very interesting!

In a discussion afterwards, Marga Waanders, the mayor of Dongeradeel showed to be proud of the local municipality owned broadband network Kabel Noord. But, the regional networks have not yet reached the real possible bandwidth that is necessary.
"The need for co-investments from local and regional governments is obvious and will become more so in the near future!" she concluded.

My table companion from the province of Friesland was nodding, he too had noticed that even on a national level the Ministry of Economic Affairs had started to encourage active involvement of local government in broadband development.

Last speaker before the coffee break Jostein Soland discussed 'Rural Identity'. He is from the Chambre of Commerce in Norwegian Stavanger. He was pleading for smarter cities. Okay, but cities are not the communities one expects to find in a rural area, are they?
We should see that differently, Soland said. There is a new urban highway developing, between Stavanger, Bergen and Haugesund. Not urban as in an agglomeration of buildings, but as a structure.
My table companion and I had a feeling that Norway is investing heavily in traditional infrastructures: highways, tunnels, bridges, railways. That is fine, if one has the money, but why not invest in digital highways for virtual traffic? Why not put a glass fibre cable through the tunnels?

Prehistoric passion from a local politician

Dutch version of this story

Alderman Sjon Stellinga described the history of the municipality of Achtkarspelen from the prehistoric day till now. Some 10,000 years ago, there were 30 people in the area, 5000 years ago this number had risen to 3000 already and nowadays about 30.000 live in this Northeast Frisian region.

After telling this, Stellinga became really passionate. He spoke like a church leader, like a modern version of socialist leaders from the thirties, like Domela Nieuwenhuis of Troelstra, and he described the small world of Achtkarspelen, where small people lived small lives in small houses, built of peat and reeds, even until times after the Second World War. Descendants of those several dozens of stone-age settlers, with even their names sounding the same as they did a thousand years ago. And this had always been the right thing to do.

Only now, after ten thousand years, young people dared to leave this cozy, protected region, as if Frodo was finally leaving his trusted and beloved hobbit Shire. Only now the world had really changed for those rural emigrees. City boys and girls would they become, who felt proud in the modern cities of the country centre; they were trusting on their heritage!

After his speech, challenged from the public, Stellinga added: "Give some space to those people who are doing something different! That is an obligation of us to them!"
And of course: "The people in Achtkarspelen tend to work harder, work better, in times of crisis. That's how they'd reacted to crises for centuries. That was a reaction that worked, too. But nowadays perhaps they would better buy a suit, a car and a briefcase and try to find some customers!"

Derrick Murphy, deputy leader Norfolk County Council, was the next speaker. Change in rural areas is inevitable, he said. He spoke his hopes for a fruitful conference, as would be expected from a politician.

He was followed by Arie Aalberts, mayor of the municipality of Dantumadeel.

Of course, Aalberts too wished everybody a good conference.
After his speech, interviewed by day chairman Marcel Bullinga, he added that the biggest rural problem must be that of housing prices having gone up way too much. On the other hand, as Derrick Murphy added, prices are much lower than in urban areas, so perhaps there will start a population move into rural areas.

Today (Wednesday) a number of delegates has arrived at Dunston Hall, Norwich. Meeting with them, preliminary to the International Policy Forum tomorrow, the two scientists present, Mr Dirk Strijker and Mr Willem Foorthuis discuss changes in the rural world.

They interrogate representatives from several rural areas around the Northsea. As is to be expected, views on the ways to tackle those changes do not differ very much.
Some soundbytes.

"Regional branding is very important," one of the Meetjesland delegates declares. "Also, the percentage of elderly people is rising."
Vince Muspratt, Norfolk delegate, indicates there is more to this than just the seniority problem. "There are two separated economies developing," he states, "Young people are not able any more to build themselves an existence: e.g. housing is way overpriced. At the same time, they are the ones who are expected to take care of the elderly."

Some people argue, that future urban and rural development should be more in balance, more mutual. "This will not happen," Willem Foorthuis states. "Rural stands for slower, less."

So, there is no such thing as 'rurban'.

Vince Nuspratt again: "Apart from being 'slower' maybe, village people are scared of the urban life. They have not enough confidence and feeling of self-esteem; they don't feel able to cope with the big city life."

"The rural world is gone! We must look for a new vitality", Mr Foorthuis concludes.

Groningen to Norwich

Eelde. Groningen Airport, and of course, half the passengers were not present, when our mini plane was preparing for take-off. The crew already started to look worried. In the end, it became clear that some ten girls and boys people had been taking it easy in the wrong passenger terminal.

After a quick walk and passport check all could board our plane and Groningen was left behind. Destination Norwich! The little aircraft did not inspire much confidence initially, especially on the runway, when it was wallowing in all directions. That is supposed have been normal, I guess, because the two pilots were behaving very relaxed.

The 18 person passenger group held tight to their chairs, tried to look brave and concentrated themselves on coffee and sandwiches. An hour afterwards, with a wallowy and bumpy landing behind us, we were taken by bus to Dunston Hall Hotel, where a lot of confusion arose about credit card deposits and rooms not ready. Mine was okay, luckily, so I'm able to finish this posting now on the hotel ethernet.

Like herring in a fish tin

I was the heaviest passenger, so I had to sit up front. That must be the reason for the bumpy landing, I'm sure. A direct view on the crew inspired some confidence. Also, Wim and I can tell you that we have flown at 16.000 feet, and proceeded at about 180 knots.

Tomorrow will be the day: the first one of our attendance at the Vital Rural Area Policy Forum. It should have been a good English language exercise for me, having written this handful of postings beforehand. Now over to the real thing.

What am I looking forward to?
A meeting in a good atmosphere, I guess. This is certainly not the first conference in Vital that I've visited. A lot of attendees are known to me. That helps.
Not always in the preliminary stages has there been peace and understanding. Some fireworks, when budget discussions came to their decisive stage!
Well, never were these so bad that hard feelings could not be repaired afterwards at the hotel bar...

What more to expect?
For me personally, a few days of blogging. At least, that's what the programme management team expects me to. So, if time permits, I'll be writing from hour to hour, describing what's happening and adding my private thoughts to the discussions.

Looking forward too I am to the short flight with the small chartered NOFA-plane from Groningen Airport to Norfolk. Some people aboard I know very well, and there will be some new faces.

High speeds and taking some meteorological risks - okay, I was used to both, but nevertheless not so happily I'm awaiting the fact that not I will have the rudder in hand of the dangerously small plane we'll be passengering in.

Maybe that's just the little voice of the small heart inside of me...

Wireless island discussion

Today, I have paid a visit to the Dutch Wadden island of Ameland. There, I attended a pleasant meeting about the plan we are developing: 'Wireless Ameland'.
I have discussed the idea with people from the municipality, the Tourist Board and several representatives of local enterprises.
The evening was a success, I think: a project team was formed and instated. In a few weeks we will reconvene, to discuss the homework we will have done by that time.
This night, I'm stuck at the island. The last ferry to the mainland has left hours ago.

Afterwards I sleep at Hotel Nobel. Good food, rich room.

Sent to the project partners in Work package 3 of Vital Rural Area, but here in this blog for the world:

The Province of Fryslân, the Internet Academy and Kabel Noord present their proposals for Work Package 3 of Vital Rural Area. This is a common initiative of these three organisations – from here on indicated as ‘the writers’. The goal of this proposal is to interact and add value to the WP3 proposal of the NOFA-municipalities.

Summary

The writers propose a cluster of interrelated projects. These are all part of an interactive platform which connects users, civilians, suppliers of services. These project interconnect with innovative technologies, as described in the next few paragraphs. Most of these are based on Web 2.0 and IP-technology. The real challenge lies in the participation of citizens, in the change of work processes and in the way of thinking of service suppliers.

Ambitions and innovative aspects

All work package partners have executed a desk research and a field research. The final report of this research has recently been distributed among the WP3 partners by the NOFA programme management. The results and analysis for the NOFA-region indicate that there is a problem concerning the availability and quality of commercial and non-commercial services in this rural region. Every imaginable solution will have to be founded on the aforementioned research analysis.

The writers are certain that improvements are possible. To make this happen, the use of ICT, broadband internet and Web 2.0 applications will have to be considered (see paragraph on technologies). Potentially, these are crucial tools to improve wellbeing and the quality of life, as long as these implementations and developments are socially, not technologically oriented.

Therefore, we think that the real innovative aspect of the proposed projects lies in the combination, integration and interaction of these technologies and in embedding them successfully into all layers of society.

Exemplary for these innovative aspects might be the formation and further development of virtual communities, as well as the search for local support. This support should be found with the potential customers for the services, but should also come from the suppliers and providers of housing, care, health, governmental, and welfare services themselves.

Partners

The main project partner will be the province of Fryslân. The provincial consortium will be completed by sub-partners from the region, e.g. the NOFA-co-operative, local municipalities, local housing corporations, home care institutions, hospitals, health professionals, technology specialists, citizen groups, village boards, et cetera.

Technologies

A number of technologies are already proven. These are presently freely available:
• Protocols - IP, HTTP, SIP, H323, SMS, PtP;
• Development models - Open Source and internet driven applications;
• Virtual developments - Web 2.0, Social Media and websites, Gaming, Virtual Communities;
• Hardware platforms – Broadcast television, PC’s, netbooks, IPTV-set top boxes, embedded PC-devices, touch screen devices, videophones, virtual service desks;
• Hardware platforms – glass fibre, cable & ADSL, satellite, wireless and cellular mobile internet access.

Projects

The writers propose a choice or mix out of some of the projects mentioned hereafter. Maintaining mobility, continuation of primary service supply and community co-operation, these are the buzz words.
The writers see the welfare, care and health sectors as primary co-operation partners.

Self help

The local rural communities must be enabled to help themselves:
Interactive neighbourly help, like the trading of favours and little jobs (transportation, shopping, gardening, cleaning, computer assistance).
Web 2.0 websites, dedicated to the village, will be the carriers of the virtual market places.
A web- and GPS-based public transport following system, coupled to tuk-tuk projects, used, driven and exploited by villagers.

Serious versus entertaining

Interaction and bundling of ‘fun’ services and ‘serious’ services promise to be corner stones of a healthy exploitation and implementation. The fun parts may well be able to provide the necessary funding for the less ‘funny’ departments of the virtual portals.
So a virtual service desk may be accompanied – or even enhanced - by a digital cinema for the younger village population.

Supplier bundling

To be developed and implemented: co-operative portals for the supply of and access to home care services, health services, housing services, municipal services, commercial services (banks, post office, library, shopping list, virtual working place). These portals should be partly physical (‘Kulturhuse’, Village Centres ‘2.0’, multi-functional centres), partly virtual.

Training and instruction

Not one of the above mentioned projects will be able to fly independently without proper training and instruction of certain professional and population groups.
The self help aspect is crucial, so village volunteers will have to come forward.
Also, on the professional side, the suppliers/providers of virtual services will have to alter their back office processes, sometimes even their way of thinking.
Training programmes will have to be developed and provided.

Actual projects

The writers are planning to conceive a master project called ‘Smart Network Society’. They’ll propose series of sub-projects, all related to the main plan.
The Smart Network Society will be the pilot for further implementation and upgrading. Content, pilot groups and geographical scope will have to be well defined. Once up and running, this definition of scope will have to be continuated and refined. Regular periodic field consultation is important, to make sure the projects are still being supported by the region.

International co-operation

This work package is part of an European funded project. International co-operation and knowledge exchange are very important. The writers invite the other three WP3 partner regions to join in the mutual effort to enable services like those mentioned above. Their minds are open to proposals from Denmark, Norway and Belgium.

Financing

Support will be very necessary for the financing of the proposed projects. Of course Vital Rural Area should play its role as instigator and conductor. The regional service providers will be expected to lend financial support too, although this might be more difficult for non-commercial suppliers than for others, like banking institutions or SME’s. Of course it
might be possible to find extra subsidies.

E.g. from:

• Vital Rural Area;
• SenterNovem, health & Care funding by the national Dutch government;
• The Wadden fund, a compensationary fund, dedicated to environment, sustainability and economy;
• The OP Noord, ‘operational programme Noord’, dedicated to innovation and society;
• SIA RAAK, a fund to connect higher education to knowledge demands from the market;
• Additional funding as advised, proposed and supported by the Frisian provincial ICT-Alliance;
• Private funding, e.g. from contractors, sub-contractors, commercial service suppliers.

Yesterday, I spoke with two stakeholders (one from the province of Friesland, one from the local academy for higher education) about the prospects for virtual services and eHealth related pilot projects within the 'Vital Rural Area' concept. Perhaps also out of the Vital project...

Often it's not easy to think clearly, when one has to start from nothing. But the results of the session did not come out of the total blue either. In the preliminary stage of Vital, there has been an intensive desk research phase and all three conversation participants had years of experience with ICT related projects behind them.

In the end, we came to an agreement and the next day I wrote in concept an overview of our conclusions. The draft will be assessed by my two partners and if agreed upon, I will publish it in this weblog.

By the way, it was perhaps not a coincidence, that I spent the next morning at a meeting of stakeholders from the north eastern region of Friesland. There were parties present like the housing corporation, employees of individual municipalities, the local municipal Vital Rural Area representative, and members of the management of the town hospital of Dokkum.

At this gathering, the people present expressed a lot of aspirations in the services, care, health and wellbeing area, the portent of which was augmented by the means of the stakeholders to support their plans effectively. Perhaps it will be possible to connect all initiatives in such a way, that the sum will add to more than the individual parts.

Later on in the day, I discussed all this with a financing and subsidy specialist: it might even be possible to enlarge the projects by adding subsidy to subsidy, funding to funding. We spoke about the Vital budgets, but only as a start. To the total funding might be added the RAAK educational fund, the ZIPC (for care related innovations), the OP Noord economic program and cofinancing by ten to thirty local and regional SME and non-SME participants. Total project funding might raise up to several millions for the next four years.

Of course, a lot of work will have to be done to make all this possible, but even this preliminary work might be subsidized in part.

Broadband Infrastructure In Vital Rural Area partner regions

1. Introduction

The Interreg IV-B project ‘Vital Rural Area’ is divided into three Work Packages. The package # 3 (‘Services’) is being executed in five regions around the North Sea:

- North East Fryslân, NL (NOFA, Vital Rural Area lead partner region);
- Province of Fryslân, Leeuwarden, NL (work package 3 chair);
- Vejen Kommune, Vejen, Denmark;
- Rogaland Fylkeskommune, Stavanger, Norway;
- Finnøy Kommune, Judaberg, Norway;

As a result of the desk research phase within the work package the participating regions have commented on their own broadband infrastructure and services. In this document, the Department of Economic Affairs of the Province of Fryslân and Kabel Noord have produced an overview and assessment of the broadband situation in the six North Sea regions within the work package.

2. What is broadband?

2.1 Data transfer rate

In our case, the term ‘Broadband’ refers to high data rate internet access. The parameters of ‘broadband’ have been developing very fast. A data transfer rate considered as ‘high’ in the year 2000 now seems rather slow. Also, the definition may vary, depending on the infrastructure. Glass fibre tends to be faster than copper, copper faster than wireless, wireless faster than cellular mobile. Depending on the kind of technology that is implemented within a certain network, relative speeds may vary.

2.2 Fixed price access

Generally, we are assuming that end users are able to access the broadband services at a fixed price per month.

2.3 Open network model

The best model for quick future development lies in the ‘open network’ model. The infrastructure should allow free access to all service providers. According to EU policy, open competition is expected to enhance innovation and competitiveness.

2.4 Scope of this document

In this overview, we focus our main attention upon the varieties already developed in the partner regions concerned.

3. Broadband technologies

3.1 Optical fibre broadband

Optical fibre (a glass or plastic fibre that carries light along its length) is widely used in fibre-optic communications, which permits transmission over longer distances and at extremely high bandwidths (data rates). It is generally considered as the next generation technology. Symmetrical transfer rates go up to 1 to 10 Gbps.
Investments are relatively high, compared to more traditional, copper based infrastructures. For incumbent operators the business case is sometimes difficult, because the glass fibre network competes with the existing copper based network. Developments in DOCSIS based technology promise serious competition for fibre optics.
Nevertheless, most parties expect that fibre optic networks will have developed into the dominant technology in the period between 2015 and 2025.

3.2 Cable broadband

Coaxial cable broadband provides bi-directional data communication via radio frequency channels on a cable television (CATV) infrastructure. Cable broadband data transfer takes advantage of the high bandwidth of a cable television network. They are commonly deployed in Australia, Europe, and North and South America.
In the latest, DOCSIS-based technologies, download data rates have been boosted to up to 150 mbps. This way, cable broadband catches up again with glass fibre based broadband speeds. This advantage might well last for the coming four or five years. Obvious drawbacks now seem to be the energy consumption needed to maintain the network infrastructure and asymmetric upload and download bandwidth. In the more distant future, glass fibre still promises to be the most durable solution and to have the highest data transfer capacity growth potential.

3.3 DSL broadband

The DSL family provides internet access over the lines of the local telephone network. Usually, the upload and download speed are asymmetrical. The maximum potential data rates are considerably lower than those a cable based infrastructure can offer. Because of the world wide distribution of telephone infrastructures DSL is very widely available. The capacity potential of DSL in the near future is less than that of cable networks, therefore DSL-providers tend to be more urgently driven to next generation technologies.

3.4 Wireless broadband

First of all, so-called wifi hotspots may form a proprietary solution to provide mobile internet access to tourists and business travellers. It gives content providers a chance to offer time and location based services and information to selected groups.
Wireless infrastructures allow speeds of up to about 50 mbps. This might be realistic in a 1:1 connection, in reality the bandwidth has to be shared with other users. Also, the data rate speed may be adversely influenced by environmental conditions (objects in the line of sight, weather, distance).

Generally, wireless service providers have to limit the speed of internet access per end user (e.g. to about 256 kbps per user), mostly symmetrical in upload and download.
Wireless Internet access from fixed locations would not be our first choice. For consumers and small businesses, there are too many limits on the use of high data rate applications, like P2P-networking, VPN-software or (interactive) video and television services.

Sometimes, large distances or difficult geographical conditions have to be bridged for a data connection, e.g. fjords, seas, rivers, mountain ranges. In those cases, beamed wireless connections might be a good solution, as these could be specifically implemented as 1:1 connections and individual end user IP-streams can be efficiently routed beforehand. The cost of such a beamed wireless connection is only a fraction of the cost of a fixed line (although the potential data capacity of a line connection might be exponentially higher).

3.5 Satellite Broadband

The greatest asset of broadband via satellite is the availability world wide. Also, during the last years subscription costs have been diminishing. On the other hand, access policies, high latency and sensibility to weather conditions offer considerable drawbacks.
In the partner regions, this kind of broadband service is not widely used. Because of it’s drawbacks, we consider satellite broadband to be only useable in isolated, thinly populated areas that are very difficult to connect in any other way.

3.6 Cellular broadband

As cellular networks move to third generation networks they can support fast data, using technologies such as HSDPA and UMTS. These technologies provide broadband access, e.g. with a cell phone, PC-cards, or USB cellular modems and cellular broadband routers.
The main barrier to the take up of mobile broadband is the limited coverage of most mobile phone networks. In many areas customers will not be able to achieve the speeds advertised. In addition, there are also issues with connectivity, network capacity and application quality .
Therefore, we think that cellular broadband will be mainly used by travellers, for mobile data access.

4. Broadband in North Sea Regions

4.1 Intercommunale Leiedal, Kortrijk, Belgium

According to the broadband paragraph in the Leiedal desk research, there is a 100% area coverage by copper based networks, ADSL and Cable. The data rates are relatively slow, with average speeds of ca. 4 mbps download and 512 kbps upload. The author of the Leiedal desk research views the ‘closed’ nature of these networks as a big drawback . Competition and innovation are inhibited, because the infrastructure providers permit the delivery of services only to themselves. The author of this text is inclined to agree with this opinion.

There are other broadband varieties available in Leiedal.
-Mobile (cellular) internet is a growing commodity. Limited data rates, transfer quantity limits, low bandwidth and varying area coverage pose problems, but for mobile use this technology looks like an attractive proposition (also see remarks in paragraph 3.6).
- Fibre: a number of fibre initiatives is evident. These are providing the beginning of a fibre backbone for further future development of the optic infrastructure.
There are several small public owned optic rings. One of those provides a social service called ‘Telecare’.
Also, there are several urban based Fibre to the Home projects. These pilots enable service providers to experiment with interactivity and user generated content.
The university fibre network BELNET also provides high rate data access for public authorities.
In combination with the fibre based backbones of the national internet providers these local networks are part of a developing public open fibre network.

The regional authorities have one great ambition: a public, open wireless network for non-commercial services in home care, security, education and culture.

4.2 Rogaland Fylkeskommune, Stavanger, Norway

The broadband paragraph in the Rogaland desk research mentions a number of infrastructures.

There are two ADSL service providers in the Rogaland region. The Telenor network is open to other service providers. The asymmetrical data rates enable up to 16 mbps download and 800 kbps upload.

The Lyse/Altibox firm, basically an energy company, runs a fibre network with internet, telephone and television services. The network is not open to other ISPs. Subsea tunnels have been prepared for fibre cabling, but local interest has been low so far. Undoubtedly, the availability of – perhaps cheaper – services from ADSL impedes wider deployment. Maybe opening of the network to other providers would be an encouragement to lower subscription rates and raise data transfer speeds, which are now limited to ca. 50 mbps symmetrical.

Nextnet provides wireless internet access to schools and companies. This particular service is considered to be expensive. The other wireless option is the local government sponsored ‘Direct Connect AS’. Bandwidth reaches rates of up to about 2000/350 kbps, which is not bad, but of course the limitations mentioned in the paragraph on Wireless broadband still apply. The network is not yet operational, the date of completion will be about the beginning of 2010.

4.3 Finnøy Kommune, Judaberg, Norway

For data transfer, the Finnøy Kommune is only accessible through wireless networking.
The Rogaland government is trying to develop social services through the Direct Connect AS wireless infrastructure.

4.4 Vejen Kommune, Denmark

A number of infrastructures is available in Vejen. In large areas of the municipality four different broadband technologies are available, in some there are three, and in a small area only two.

Coaxial cable networks are available for most inhabitants in four cities and a number of towns. IP-services are not supported everywhere. The cable networks are customer owned.

Considered as the biggest asset of the Vejen Kommune is the fibre network, which is established by subscriber-owned regional energy companies. The networks combine all the characteristics that make fibre optics interesting: open access, availability to a variety of services, high symmetrical data rates and high capacity bandwidth. The fibre network is now available for 40% to 100% of the households and companies.

4.5 Noordoost-Friesland, the Netherlands (NOFA)

Several broadband infrastructures are available in North East Fryslân.

ADSL: During the last century, national telecom company KPN has built an extensive telephone network. This has been upgraded to a DSL-network in the last ten of twelve years. Speeds have gone up to ca. 10 and 1 mbps download and upload. Market share in this region is believed to be about 25%. The ADSL-network is open to a number of ISPs.

Coaxial cable: about 50% of all households in the municipalities of Dongeradeel, Dantumadeel and Kollumerland c.a. are provided with high data rate access by the public owned cable company Kabel Noord. In the municipality of Achtkarspelen cable access is provided by the UPC company. Both cable networks are in the process of being upgraded to EURODOCSIS 3, with speeds of up to max. 60 mbps download and 4 mbps upload.
The UPC network is not open to other ISPs. The Kabel Noord coaxial network on the other hand has been open for years: it has been the first Dutch cable infrastructure to offer customers a choice of three ISPs.

Optic fibre: KPN as well as the cable companies have invested in optic fibre infrastructures, partly to provide for their own backbones, but also as a commercial product for SMEs and non-profit organisations (schools, universities, local government, health and care institutions). The KPN fibre network is not considered to be an open infrastructure, but Kabel Noord is the first Northern Netherlands cable operator that has established an open Fibre to the Home facility, in the Dokkum neighbourhood Trije Terpen.
The co-operative society 'Fryslân Ring' is very active – and successful - in the bundling of fibre demand under regional SMEs and organisations. The society co-operates with local and provincial government, and with the network operators KPN, UPC, Ziggo and Kabel Noord.

Wireless: In the NOFA region there are several wireless ‘hotspots’. Most of these are situated in hotels, bungalow parks, camping’s. The hotspots have been financed by the locations themselves or by national wifi hotspot providers, e.g. KPN, or T-Mobile.
Kabel Noord is the other principal wireless provider in the region. It maintains a series of wifi hotspots in yacht harbours, bungalow parks and in the city centre of Dokkum. Dokkum is reputed to be the first Northern Netherlands ‘wireless city’.

5. Conclusions

5.1 General conclusions

The paragraphs above prove that public ownership of broadband network actively encourages innovations and socially relevant applications. This effect is evident in all the regions participating in this work package. Some examples follow below.

An open access structure is necessary for fibre based networks, to improve competition, lower subscription rates and encourage innovation.

Significant differences can be attributed to the six types of broadband infrastructures which we have mentioned in paragraph 2. In the next paragraphs, some of these differences are discussed.

5.1.1 copper based networks

DSL and coaxial cable are very widely available and at this moment provide adequate high rate data transfer. The cable technology has some advantage over DSL in its upgrading potential. The cable operators are not standing first in line to upgrade their ‘last half mile’ to fibre optics. They are not thrilled by the prospect to have to compete with their own copper-networks. On the other hand, DSL providers know very well that they have been stretching their telephone infrastructure to the limits already; therefore, they recently began to invest in fibre technology structurally, mostly ahead of their cable based competitors.
Fibre optics are almost unanimously considered to be the best solution for the future. Roll-out works best in previously un-provided areas. Governmental support and bundling of demand are important to speed up the process.

5.1.2 Wireless and satellite networks

Wireless networks would best be suited to additional applications in tourism and mobility, maybe even as an alternative to voice calling in cellular networks. Of course, there will always be areas where it is difficult to build fixed infrastructures. Satellite internet access would be complementary, for applications where quickness to realize a connection is important or where even beamed wireless connections are difficult to construct.

5.1.3 Cellular mobile networks

Cellular infrastructure could be available ‘anytime, anywhere;, but looks to be permanently limited in its bandwidth and coverage.

5.2 Some regional broadband remarks

5.2.1 Kortrijk

In the Kortrijk region, one of the small public owned optic rings provides a social service called ‘Telecare’. Several urban based Fibre to the Home pilots enable service providers to experiment with interactivity and user generated content. The regional ambition for a public, open wireless network should lead to increasing non-commercial services in home care, security, education and culture.
In our opinion, this is a great and promising ambition, well suited to the Vital Rural Area goals. Wireless broadband could well be a worthy carrier for these services. Nevertheless – and of course this might be a biased opinion - we think that in many instances, a fixed network would be more suited, because of bandwidth and coverage. The wireless variety would be best suited to applications in tourism and mobility, maybe even as an alternative to voice calling in cellular networks.

5.2.2 Rogaland

In Rogaland, the wireless local government sponsored ‘Direct Connect AS’ will be active in the near future and it will provide non-revenue driven services and application
Our recommendation would be to put extra governmental emphasis on the development and deployment of the regional fibre network owned by the energy company, on condition that the infrastructure will be open to other ISPs. The services developed for the wireless network could well be provided on the fibre network as well. A synergy that might serve both access varieties.

5.2.3 Finnøy

The Finnøy Kommune is only accessible through wireless infrastructure.
The development of social services through the wireless network is positive. It’s a pity that the present wireless technologies limit data rates, but these will have to do, presently. In the near future, it may be advisable to invest in an optic fibre backbone to the island.

5.2.4 Vejen

The coaxial cable networks in Vejen Kommune are customer owned, which allows development of services, that are not primarily revenue-driven.
The fibre network is public owned and offers an increasing number of commercial and non-commercial services. As a solution to rural problems, the infrastructure has been acting as a digital multiplier.

5.2.5 NOFA

In the NOFA region, there are several competing infrastructures.

Cable: the cable networks are ‘closed’ in Achtkarspelen (the UPC part of NOFA); customers in the rest of the municipalities have a choice of three ISPs, on the coaxial network of Kabel Noord. This company has been executing a lot of non-revenue driven projects during the last decennium.
Fibre: Kabel Noord views the recent coaxial cable upgrades with EURODOCSIS 3 as a positive enhancement, but expects that eventually, fibre optics will end up as the only infrastructure that is really future proof.

The fibre demand-bundling activities of Kabel Noord and the co-operative Fryslân Ring form a powerful engine behind SME innovation.
As a publicly owned cable operator, Kabel Noord tries to show its social relevance by investments in Fibre to the Home, to the Business and to Organisations .

Wireless: In the Kabel Noord project ‘Dokkum Online – 3D’ new business models are being developed, as well as innovative methods to approach and serve tourists. Also, a new project is underway, to convert the island Ameland into the first Dutch ‘wireless island’.

The Kabel Noord coaxial, wireless and fibre infrastructures provide the basis for the development of a number of socially oriented services, in E-care & E-health, E-learning, E-government, E-tourism and E-entrepeneurship.

Gemeenteplein Bedrijven Contactdagen 2009

Dit jaar stonden de Noordoostfriese gemeenten (werkend onder de naam NOFA) gezamenlijk op de bedrijvenbeurs in het Friesland Expo Centre. Afgelopen woensdagavond keken gemeente, standhouders en de beursorganisator samen nog eens terug.

Dat was in het Zwaagwesteinder zalencentrum Old Dutch. Ondanks de Oudhollandse oubolligheid van deze uitspanning en hapjes waar zelfs dinosaurussen teveel aan zouden hebben, vind ik de gastvrijheid er altijd gul en hartverwarmend. Het kostte me wel enige moeite om uit de vier zalen waar tezelfdertijd iets gaande was de juiste te kiezen. Gelukkig kon ik uiteindelijk toch mee-evalueren over de beurs en hoefde ik niet te bingoën, mee te zingen bij de Hollandse Avond of mee te eten bij het seniorendiner.

Hoe vonden we dit nieuwe concept? Het NOFA-plein - onder het motto 'Tussen Wad en Woud' - stond als een huis. Onze hal was altijd een beetje een uithoek op de beurs, maar dit keer ineens het bruisende centrum. Naburige gemeenten als Tietsjerksteradiel en Ferwerderadiel hebben al toenaderingspogingen ondernomen. De catering (Old Dutch!) stond altijd klaar met hapjes en drankjes. De evergreens intoetsende pianist zorgde dat de bezoekers en standhouders niet te hectisch gingen doen.

Uiteraard, ook echt Fries, was er veel te mopperen. Wachttijden bij de catering, verzaagde decorstukken, pilaren midden in je stand. Daar werd helaas onevenredig veel tijd aan besteed. Dat is dan weer gemopper van mijn kant.

Volgend jaar doen we weer mee, daar waren allen het zeker over eens.

Masterclass ICT in Wijk en Woning

Met het adviesbureau DHV Noord-Nederland werken we aan het project 'Virtuele Loketten'. DHV'er Tamara Wiersema gaf afgelopen donderdag een voordracht hierover bij een themamiddag over thuistechnologie. Ook ik was uitgenodigd. Het kostte aanvankelijk wat moeite om gebouw 11 te vinden en vervolgens het goede lokaal. Dergelijke onderwijsinstellingen zijn er doorgaans niet erg op ingesteld om externe bezoekers te ontvangen.

De meeste genodigden kende ik niet. De Noordelijke provincies Groningen en Drenthe enerzijds en Friesland anderzijds lijken langs elkaar heen te leven in gezapige tevredenheid. Maar ik mocht niet klagen: ik ontmoette er hogeschooldocente Jantine Bouma uit Wouterswoude. Dus toch twee Friezen, al ben ikzelf hooguit een importfries. Met haar wisselde ik onlangs uitgebreid van gedachten over voorzieningen op het platteland.

Enkele andere bekende gezichten zag ik. Bijvoorbeeld Jan Hut, die tot mijn verbazing bezig bleek met een beeldcommunicatieproject in de Groningse stadswijk Vinkhuizen. Hoezo verbazing? Ik houd me al jaren bezig met beeldcommunicatie in de zorgsector, dus ik vind dat ik van alles wat er omging behoor te weten...

Jan stelde, dat je moet zoeken naar simpele en niet al te dure techniek, als je wilt werken met zorgklanten. Een juiste inschatting, als je het mij vraagt.

Ik zag ook Martijn Goeman, die namens Axtion (Emmen) de techniek verzorgde van de virtuele loketten in de Drentse gemeente Aa & Hunze. Hij hield een interessante voordracht over dit project, evenals Tamara Wiersema dat deed over het plan voor Friesland.

Het overige, voornamelijk Groningse en Drentse publiek was zeer betrokken, vond ik. Men stelde de goede vragen. Kan je een virtuele balie niet net zo goed vanaf thuis benaderen, met behulp van je eigen PC? De groep digibete ouderen neemt toch zienderogen af, moet je daar nog wel mee aan het werk gaan? Waarom zou je zo'n loket nu juist in een Dorpshuis situeren? Waarom niet in een gemeentehuis?

Op de antwoorden ga ik nu niet verder in, maar reken maar dat er over is nagedacht! In een volgend blogbericht misschien. Laten we even vasthouden wat de functionaris van de gemeente Groningen stelde: "ICT is leuk"!

Herman Bezema en Rijk van Omme van het bedrijf USUS spraken over 'Thuistechnologie'. Dat was meer dan alleen beeldcommunicatie, natuurlijk. In een interessante grafiek gaven zij aan dat je bij langere zelfstandigheid en lagere zorgbehoefte later dood gaat. Daarmee is alles gezegd, toch?

Virtuele Loketten weer in beeld

Het leek lang stil rond het onderwerp van de 'Virtuele Loketten' en dat is jammer. Ik zal in het kort uit de doeken doen wat zich heeft afgespeeld en hoever dit project nu staat.

Eerst ga ik terug naar begin 2007. We hadden met de Nofagemeenten overlegd en er lag een principeafspraak over de invoering van een Virtueel Dorpsloket. Het loket zou bovendien niet alleen een baliefunctie moeten krijgen voor het gemeentehuis, maar ook voor bankzaken, belastingdienst, Kamer van Koophandel, welzijnswerk en de zorgsector.

Helaas trad de betrokken wethouder kort daarna af. Hij bleek het project niet al te diep te hebben kunnen inbedden bij zijn NOFA-collega's, zodat wij weer min of meer terug bij af waren. Mijn verzoeken om subsidie werden beleefd aangehoord, maar ik moest eerst maar eens zien dat ik ook bijdragen elders (zoals bij de Provincie) kon lospraten.

Daar heb ik vervolgens vrij veel tijd ingestoken, aanvankelijk zonder veel resultaat. Uiteindelijk kreeg ik van de afdeling Economische Zaken een mondelinge toezegging. Daarmee ben ik weer naar NOFA gegaan. Die club had intussen subsidie verkregen voor het Europese Interregproject 'Vital Rural Area'. Daarbij ben ik vrij nauw betrokken geweest als partner en als adviseur. De VRA programmaleiding was bereid een bedrag te leggen naast dat van de provincie. Daarmee zou een pilotproject kunnen worden uitgevoerd met één virtueel loket op één locatie. In een volgend stadium zouden er dan meer loketten kunnen worden geopend in alle bij NOFA betrokken gemeenten. Steeds heb ik de dorpshuizen van Oosternijkerk en Wouterswoude en Zorgcentrum Brugchelencamp genoemd als voorkeurlocaties.

Weer terug naar het Provinciehuis. Daar kreeg ik te maken met aanvullende verzoeken: zouden we niet willen samenwerken met een extern adviesbureau, dat een vergelijkbaar voorstel had neergelegd bij de provincie? En wilden wij niet proberen om het plan in overeenstemming te brengen met de provinciale ambities, zoals die in de denktank 'ICT-Alliantie' waren ontwikkeld?

Mijn bereidwilligheid is groot. Het adviesbureau (DHV Noord-Nederland) en ik zagen wederzijds voordeel in een samenwerking, maar het vereiste wel vrij veel extra tijd om een gezamenlijk plan uit te werken. De Alliantie bleek geen gemakkelijk gegeven. Men had vrij veel tijd nodig om tot een visie te komen. Die visie is er nu gekomen en gelukkig past daarin ook het 'Dorpshuis nieuwe stijl' (dat zijn hun woorden).

Inmiddels kregen we ook van Woningcorporatie Dongeradeel en van de corporatie Thús Wonen een toezegging dat zij het project financieel wilden steunen. Dankzij de Stichting Doarpswurk ging ook het provinciehuis vervolgens akkoord. Niets leek hernieuwd overleg hierover met jullie meer in de weg te staan, totdat bleek, dat de gemeente Achtkarspelen, als financier van de eerste fase, de eis stelde dat het eerste loket in hún gemeente moest worden geplaatst. Best begrijpelijk, maar daar hadden we nog niet gelobbyd en Kabel Noord heeft er geen glasvezelkabel liggen!

Het komt erop neer dat het eerste loket met grote waarschijnlijkheid toch in de Gemeente Achtkarspelen zal komen; waarschijnlijk in het dorpshuis van Twijzelerheide. Men weet dat daar nog niet, dus er is nog huiswerk te doen. We moeten tijdens deze pilot bekijken hoe het effect ervan is; vervolgens is het de bedoeling om onder de paraplu van Vital Rural Area ook loketten te openen in Dongeradeel, Dantumadeel en Kollumerland c.a.

Hoe we een en ander nu in het vat gaan gieten weet ik nog niet precies, maar ik denk wel dat het tijd is om tot concretere afspraken te komen met de dorpshuizen in Oosternijkerk en Wouterswoude, alsmede met Zorgcentrum Brugchelencamp. We zouden aan hen willen vragen, of zij bereid zijn om met name in de tweede fase een rol te spelen. Deze zou ongeveer van start moeten gaan in het derde of vierde kwartaal van dit jaar.

Overige betrokken (externe) partners zijn onder meer De Eijk BV en Axtion BV.

Draadloos Ameland

Op 25 februari bezochten verscheidene partijen, waaronder toeristische ondernemers, vertegenwoordigers van het gemeentebestuur, deskundigen en wetenschappers de conferentie ‘Ameland Digitaal’. Dit was ter afsluiting van een onderzoek dat Stenden Hogeschool had uitgevoerd. Tijdens deze middag in het Ballumer gemeentehuis is ook ‘draadloos internet’ ter sprake gekomen.

Aan Kabel Noord werd gevraagd: “Waarom zou je draadloze internettoegang niet mogelijk maken op heel het eiland, door middel van ‘wifi hotspots’? Kan Kabel Noord dat niet regelen?”
Zeker, er kan veel. Voor een goede eilander dekking heb je echter al snel vele tientallen antennes (‘access points’ of ‘toegangspunten’) nodig. Deze investering en de exploitatiekosten zijn voor Kabel Noord alléén moeilijk op te brengen. Indien er meerdere partijen bereid zijn een dergelijk project te ondersteunen ligt dat anders. Een aantal eilander ondernemers zag hiervoor wel mogelijkheden. Ook de gemeente Ameland wilde hierover in principe meedenken.

op dinsdagavond 16 juni aanstaande zal Kabel Noord nader over dit onderwerp van gedachten wisselen met eilander betrokkenen. We zullen daar het hoe en waarom van dit plan toelichten en de mogelijke spreiding en dekkingsgraad in kernen en open gebieden. We zullen ook proberen een indicatie te geven van de investerings- en exploitatiekosten. We gaan in op de voordelen die het op zal kunnen leveren voor het eiland. We zijn benieuwd naar het draagvlak voor dit idee. Indien dat voldoende groot zal blijken, willen wij samen met u graag een plan van aanpak ontwikkelen en een tijdsplanning maken.

Ter indicatie van de orde van grootte: we denken vrij veel ‘antennes’ nodig te hebben, ongeveer vijftig tot zeventig stuks. Met dit aantal access points kunnen de bedrijven van de medeinvesteerders voorzien worden van draadloos internet, maar ook een aantal publiekslocaties, zoals de vier dorpskernen, duingebieden en strandopgangen, omgeving van bezoekerscentra. Daarbij kan de startpagina die automatisch verschijnt in de laptops en PDA's van de inloggers ook benut worden voor het verstrekken van lokale informatie en reclame. Ameland zal hiermee zijn digitale ambities verder vorm kunnen geven en zijn bezoekers op deze manier beter en sneller van dienst zijn.

Groen licht voor Dokkum Online-3D

Leeuwarden – Dokkum. Gedeputeerde Staten van de Provincie Fryslân hebben positief beslist over de subsidieaanvraag van de Noordoostfriese kabelaar Kabel Noord en het ondernemersnetwerk Nofcom voor hun gezamenlijke project “Dokkum Online-3D”. De beide partners kunnen nu voortvarend aan de slag gaan met hun project. Zij zullen hierin op zoek gaan naar nieuwe manieren om de sterke punten van de stad Dokkum onder de aandacht te brengen van bezoekers.

Nofcom zal een deel van de binnenstad toegankelijk maken via een virtuele driedimensionale internetomgeving. Toeristen zullen op het scherm van hun computer of PDA door de Dokkumer Breedstraten kunnen wandelen. Links en rechts kunnen zij winkels en culturele locaties virtueel betreden. Daar ontdekken zij toeristische informatie, wetenswaardigheden, webwinkels, actuele evenementen en culturele sites.

Parallel hieraan zal Kabel Noord het al bestaande draadloze stadsnetwerk, bestaande uit wifi hotspots, van nieuwe functionaliteiten voorzien. In principe streeft het bedrijf naar gratis internettoegang voor de bezoekers. De toegevoegde diensten op het toegangsportaal (de startpagina) zullen uitgaan van tijd en plaats van de bezoeker. De dekking van de exploitatiekosten komen uit reclame-inkomsten, maar ook uit specifieke diensten waarvoor de bezoeker een klein bedrag over heeft.

Het projectmanagement wordt verricht door Eurogroup Consulting uit Naarden. Na ongeveer een jaar zal moeten zijn aangetoond dat de uitgangspunten van de beide nieuwe technologieën levensvatbaar zijn. Als dat inderdaad het geval is, zal in een vervolgfase gekeken worden naar alle elf Friese steden en naar de Waddeneilanden.

De subsidie wordt verstrekt uit het regionaal innovatieprogramma ‘Fryslân Fernijt II’, dat mede mogelijk wordt gemaakt door de Europese Unie (het Europees Fonds voor Regionale Ontwikkeling) en het Samenwerkingsverband Noord-Nederland.

Stress met CMS

Meestal blog ik via het Volkskrantblog. Ineens was er een nieuwe versie. Daarvan schrok ik wel even, bovenal omdat er geen enkele waarschuwing aan was voorafgegaan. Ook andere Volkskrantbloggers lieten weten erg van streek te zijn. Helaas, het nieuwe inhoudsbeheersysteem (CMS) werkte nog niet al te best. Het was bijzonder traag, de gebruikers klaagden over de opmaak en na twee dagen lag de complete santenkraam er volledig uit.

Gebruikers en bezoekers zagen alleen nog de volgende mededeling: “De problemen met het nieuwe VKblog dwingen ons op dit moment helaas om het blog tijdelijk helemaal af te sluiten. We blijven proberen zo spoedig mogelijk een oplossing te vinden. Vandaag, donderdag 28 mei, zijn we zeker niet meer online. Wij bieden onze oprechte excuses aan voor de overlast.”
Het is altijd fijn als iemand zijn excuses aanbiedt voor een terechte tekortkoming, maar ik hoop wel dat het niet al te lang duurt voordat de kinderziekten zijn overwonnen.

Bovendien ben ik een beetje bang dat in de wandeling alle letterkundige pareltjes worden gewist, die ik de afgelopen twee jaar op mijn blog Fryske Dagen heb geplaatst. Ik weet hoe het gaat in de ICT. Gelukkig heb ik op mijn eigen lokale harde schijf een kopie staan van mijn volledige bloghistorie. Daarvoor gebruik ik het uiterst handige programmaatje WinHTTrack. Dat haalt geheel geautomatiseerd alle pagina’s op uit willekeurig welke URL.

Vanuit mijn eigen praktijk in de ICT weet ik dat technologische vernieuwing nogal eens gepaard gaat met vallen en opstaan. Voor de techneuten is dat nog wel begrijpelijk, maar juist aan hen is het niet altijd gegeven om dat goed uit te leggen aan onschuldige gebruikers. Eén ding weet ik zeker, als innovator in Noordoost-Friesland: innoveren betekent risico lopen en echte verbetering bereik je alleen door ook op je bek te durven gaan.

De Volkskrantbloggers kunnen nu allemaal een mooie voorraad blogjes opbouwen. Na gereedkomen van de grote oplossing zullen zij die in één keer allemaal tegelijk online plaatsen bij VKblog, zodat alles wéér vastloopt...

Update vrijdag 29 mei. Inmiddels hebben de beste consultants van Nederland zich over het performance-probleem van het nieuwe vkblog gebogen. Zij zijn met ons tot de conclusie gekomen dat er niet een simpele oplossing bestaat. De nieuwe verwachte datum van livegang is donderdag 4 of vrijdag 5 juni.
We bieden nogmaals onze excuses aan en hopen van harte dat u bereid bent om eind van de week terug te keren."

Dat belooft niet veel goeds.

Kabel Noord brings FttH to Frisian households

Dokkum. The use of glassfibre connections is increasing in The Netherlands. At a high rate, health and educational institutions, governmental bodies and commercial areas are being provided with high capacity fibre infrastructures. The development of FttH for private consumers takes a bit more time.

Kabel Noord is the first cable company in the Northern part of the country that will deploy Fibre to the Home. This is a first for the province of Friesland and perhaps for the North as a whole.

In the recently developed housing project Trije Terpen, all households will be connected to the fibre network during the next few weeks. This will be done as an addition to the traditional coaxial infrastructure.

"We want to gain experience in the Trije Terpen and we will test the customer reaction to a high speed network", says CEO Niek Geelhoed. "The permanent pavement will be laid in the near future. Now is the perfect time to provide the whole neighbourhood with glass fibre. The cost can be kept in hand, now the streets are still open. The ducts from the curb to the homes are already there, so there's no need to dig into the front gardens."

Kabel Noord will not provide new services immediately; this will have to wait until the autumn. But by then, users will be able to subscribe to super fast internet. Download and upload rates will be symmetrical.

Also, new ways to experience television will be developed. The subscriber will be able to decide at what time he'll watche a television program and he will order movies and local content from the easy chair in his living room.

Kabel Noord expects that the capacity demand of its subscribers will increase considerably in the coming 5 to 10 years. Improved ways of data infrastructure will be necessary. Connection of every houshold to glass fibre seems to be the most durable solution.

From this year on, Kabel Noord will bring Fibre to the Home to every new housing development project. For the time being, coax cable will be laid alongside the fibre, but after a few years this policy will be abandoned. In major renovation projects, like the neighbourhood Fonteinslanden in Dokkum, all homes will be provided with fibre too. The private customers will not be charged with extra installation fees.

“The fibre network will be open to services by other providers", adds CEO Geelhoed.
"In this way, we will comply to the wish of the European and national governments to build open networks, where users can subscribe to products of their own choice. We already have gained a lot of experience with opening our network to third parties. Our present coaxial cable network has been open to a number of internet providers for years now, so this is not new to us.
"The new technologies might enable local municipalities, banks or housing corporation to access their clients directly."

The fibre network will bring interactive broadband services to households in the region.

5th International Partner Meeting Virtual Rural Areas

Vejen, DK. For the fifth time in 18 months, representatives of six countries and twelve regions and institutions have met, to discuss their project 'Virtual Rural Areas'. This initiative for an Interreg IVB project has gained momentum with each consecutive meeting. I have been able to attend the appointments in Dokkum, Kortrijk and Husum.

Interreg IVB: that is the European finance programme for the North Sea region. Of course, previously there have been comparable programmes, numbered one till three. Our province of Fryslân has been participating in various degrees. The municipality of Dantumadeel is a newcomer in Interreg, but it has acquiered international experience with its project 'E-Voice'. Now, it was time for the next stage.

To me, the best thing about this particular project is the enhanced ambition level of the North East Frisian municipalities, known in short as NOFA. Normally, the inhabitants of this region are rather conservative. They are not used to being adventurous or innovative. It is largely on account of the perseverance and enthousiasm of municipal secretary Eise van der Sluis and his team that NOFA has come this far.
Even after five meetings in various parts of Europe and a lot of planning, talks, thinking and scheming nearly all initial partners are still in the project. Better even, they are determined to continue.

During the preparation stage, some new partners have joined the project.
One of them, the Danish Vejen Kommune (Mid-Jylland, halfway between Esbjerg and Kolding), played host to this meeting. Early in 2008, I had contacts with Søren Dejgaard from Copenhagen. He had learned about our company Nijfinster, through a presentation about virtual home care on TV that I had given at the IANIS+ annual conference 2006 in Blekinge, Sweden. I have to thank the province of Fryslân again for inviting me along for that event.

Dejgaard was working with different aspects of broadband usage. He found it very interesting how we had used broadband in the social sector as a medium for home care. Søren connected me to Simon Simonsen from Vejen. Simon had played an important role in the realisation of the customer owned Fiber to the Home project in Vejen Kommune. This network is an 'open network' in the new sense of the term: digital services on the network may be provided by various competing parties. In this model, the development of services and applications will become less dependent on short term business case considerations; innovation and long term marketing are supposed to be the leading principles. At the Frisian conference on Digital Services in 2006 Nigel Matson gave some very interesting comments on this subject. At some other time I'd like to discuss his views further.

Simon was really interested in the way that we Frisians try to develop new broadband and ICT applications, as a means to enhance the quality of living in our rural area. His new fiber network was continuously searching for new 'content'. Exchange of views, technology and expertise between Denmark and Fryslân seemed a good idea to both of us. I suggested Simon to step into the Virtual Rural Area Project and that is exactly how it turned out in the end.

To make a long story short, the Vejen Kommune played host to a very successful meeting of the international partners. Personally, meeting all of them them again was very enjoyable to me. The ladies from Rogaland en Finnoy (Norway) and Langenhagen (Germany), the Flemish contingent, new faces from Norfolk, the NOFA crew, Martijn Ledegang from the Province of Fryslân, Jan Walburg of course as European funding expert. Last but not least Ytty Goris from ROC Friese Poort and Sicco Boorsma, who were passengers in my car for the long 650 km trek to Vejen.

It got really exciting halfway the meeting. The total budget of VRA seemed to exceed the amount that was considered reasonable by the Viborg secretariat of Interreg IVB. It was necessary to cut regional budgets. The Flemish Leijedal region had not even been allocated any funding, so for them provisions had to be made too. Of course not everybody was happy with losing funding for their plans.

Tension and discussion while figuring out the budget structure

The Lead Partner NOFA had to do a lot of strategic and political massaging. Every region had a multitude of reasons not to be curtailed in its budget. In the end, I decided to give up my partnership in this project. Kabel Noord as a cable operator is a private business, we were looking more and more out of place in this community of governmental representatives. The cofinancing of 80 thousand euros I had promised looked very diminutive, compared to the tons and millions of some others. From my viewpoint though it was a large amount of money and I expected a real challenge to 'sell' this idea to my colleagues at home.

Why then should Kabel Noord not partner? Well, NOFA could at least transfer my € 80.000 of co-financing to Leijedal, a region that did not exactly got a good deal up till then. Also, we could keep the money in our pocket. But most important - and now I'm being quite honest - I figured that I could still be helping the project VRA to proceed, by offering our technical and procedural expertise and knowledge on ICT and broadband, E-care and E-health, E-learning and E-government. I had a nice message to take home for my company colleagues: there might be business ahead without the financial partner commitment.

But yes, it's sad that we have lost responsibility and voting privileges in this project. We have put a lot of time, energy, money and even emotion in the concepting phase of VRA. Now the most important issue still has to be decided upon: will the Viborg secretariat be positive about the NOFA initiative?

Jim Redman, een interview

Vlagtwedde, 2 augustus. De entourage van Sir Jim Redman strijkt neer in het rustieke Groningse dorp. Het getuigt van behoorlijk wat lef, als je nog steeds durft te teren op je grote succesperiode, meer dan veertig jaar na dato. Jim Redman is echter bij uitstek een man die bewezen heeft deze lef in grote hoeveelheden mate te bezitten. Als motorcoureur zette hij Honda voor het eerst serieus op de kaart. Onverschrokken en met groot talent stuurde hij de innovatieve vier- en zescilinders naar zes hard bevochten wereldkampioenschappen. Ooit won hij drie Grote Prijzen op één dag. Dat was tijdens de Asser TT van 1964. Hij reed in totaal negen maal de TT; het Drentse circuit is nog steeds één van zijn favorieten, dat valt te begrijpen.

In 1966 al zette hij een punt achter deze indrukwekkende carrière, na een seizoen dat werd gekenmerkt door lelijke valpartijen en botbreuken. Anno nu, intussen 77 jaar oud, reist de kosmopoliet continu de wereld rond, ter opluistering van historisch race-evenementen. Hiermee vult hij zijn dagen en zo te zien geniet hij van elke minuut.

Elk jaar in het beginweekend van augustus organiseert het bestuur van de Historische TT Vlagtwedde de "TT van Vlagtwedde". Uit het hele land komen coureurs naar het noordelijke dorp om deel te nemen aan de regelmatigheidritten van de SAM. Daarbij hoort een grote verscheidenheid aan historische wedstrijdmotoren, maar ook een belangrijke persoonlijkheid uit het rijke wegraceverleden. Het organiserende comité had eerst een optie genomen op motorheld Giacomo Agostini. Vanwege andere verplichtingen in Finland moest deze Italiaanse grootheid verstek laten gaan. Herr Rolf Korrmann, al dertig jaar manager van Redman, bemiddelde. Zijn coureur zou aanvankelijk de twee dagen samen met Agostini doorbrengen in Finland. Redman was bereid om één dag op te offeren om zijn plaats in Vlagtwedde in te nemen.

Te midden van een keur aan zeldzame racemachines uit de jaren zestig staat Redman in zijn tent. Een spandoek met de tekst ‘Simply the best' geeft aan met wie we te doen hebben. Toch is Redman geen opschepper, integendeel! Hij is een gentleman in de beste Britse traditie; voor iedereen heeft hij een vriendelijk woord, hij deelt handtekeningen uit en gaat op de foto - met de wethouder, de lokale schoonheidkoningin, maar ook met woest getatoeëerde racefans met rouwranden onder de nagels. Ook ik krijg de kans hem enkele vragen te stellen. De oud-kampioen neemt er alle tijd voor.

Mr. Redman, als ik het goed begrijp reist u voortdurend rond de wereld rond om historische evenementen op te luisteren. Is dat wel een verstandige tijdsbesteding voor een 77-jarige?

"Eerlijk gezegd kan ik me niets leukers voorstellen! Motoren en wegracen waren altijd mijn werk en mijn hobby. Dat is nooit veranderd. Mijn hoogtijdagen zijn lang geleden, maar het waren gouden jaren. Het is fantastisch om na al die tijd nog steeds de oude circuits te kunnen bezoeken en berijden, om oude vrienden terug te zien en om al die enthousiaste mensen te ontmoeten. Het houdt me jong:
‘I 'm having a great time. As long as you're good at it, you've got to keep on going!'."

U heeft gereden op de mooiste en snelste circuits van de wereld. Wat vindt u dan van het ‘rondje om de kerk' dat u hier aantreft?

"Ik waardeer het circuit hier in Vlagtwedde even hoog als de banen van vroeger. Ook de circuits van Assen, Spa, Isle of Man, Solitude, Ulster, Imatra, Jarama waren in de jaren zestig niet meer dan tijdelijk afgezette stukken openbare weg, compleet met stoepranden, telefoonpalen, secties met klinkerbestrating en bushaltes. We wisten niet beter en hielden er gewoonweg rekening mee. Vorig jaar was ik bij een race-demo in Eext, ook zo'n kleinschalig, tijdelijk circuit. Ik heb zowel daar als vandaag hier in Vlagtwedde een geweldige dag meegemaakt. Ik heb heerlijk gereden en dozijnen leuke gesprekken gevoerd. Natuurlijk, al voel ik me nog steeds twintig, ik rijd nu als iemand van zeventig!"

Het contrast met de huidige wereld van de MotoGP moet dus groot zijn. Wat is uw mening over die verschillen?

"Er zitten verschillende kanten aan dit verhaal. Allereerst de opzet en de sfeer van het hele circus. De manier waarop teams, rijders en fabrikanten de moderne Grand Prix racerij benaderen is veel zakelijker en professioneler dan vroeger bij ons het geval was. Niet dat wij niet serieus en professioneel te werk gingen! Ook wij gingen voor de hoofdprijs en ik en het team deden daar alles voor. Van de toenmalige kameraadschap, het plezier en de benaderbaarheid is echter niet veel meer over. Ook geld speelt een veel grotere rol dan vroeger. In de jaren zestig kon een coureur zich met enige moeite een Norton Manx verwerven. Daarmee kon hij bij internationale wedstrijden het nodige prijzengeld bij elkaar rijden. Wij reden echt niet uitsluitend races voor het wereldkampioenschap, zoals tegenwoordig. Bij elk evenement met een prijzenpot kwamen wij elkaar tegen. Met dat prijzengeld en met behulp van steun door bijvoorbeeld een lokale garage konden wij ons met onze klanten-Norton ook serieus mengen in het wereldkampioenschap. Deze situatie zou nu ondenkbaar zijn. Een rijder die competitief wil zijn kan niet meer zonder een fabrieksmachine, een krachtig team met goed management en sponsors. De goede sfeer, de wederzijdse behulpzaamheid als er iemand panne heeft, het samen plezier maken, dat vind je niet meer in de paddock van de moderne MotoGP.

De keerzijde is het enorme verschil in veiligheidperceptie. Het wordt nu heel gewoon gevonden als een rijder tijdens een raceweekend een paar maal valt. Hij staat weer op, klopt het stof van zijn overal en hij stapt op zijn reservemachine. Hoe anders was dat in de sixties! Van mezelf weet ik nog goed, dat ik hooguit twee, drie keer viel tijdens een heel seizoen. Er zijn zelfs jaren geweest dat ik in het geheel niet ben gevallen. Dat was niet omdat we niet hard gingen, maar we wisten allemaal hoe snel een val fataal kon zijn. Er waren periodes tijdens het seizoen dat er drie rijders per maand om het leven kwamen. Ik herinner me nog goed dat Gary Hocking in het voorjaar eens tegen mij zei: "We gaan te snel met deze nieuwe motoren. Dit moet een keer verkeerd aflopen".
Het was de tijd van de Honda en MV vier- en zescilinders. De rijwielgedeeltes van de fietsen waren niet echt opgewassen tegen de toegenomen vermogens. De veiligheidsvoorzieningen van de circuits al helemaal niet.
We waren het allemaal eens met Gary. Toch reed elke coureur daarna het hele seizoen zo hard als hij kon. We waren allemaal jong, getalenteerd en ambitieus. De één na de ander viel af en het einde van het verhaal was dat ik wereldkampioen werd en Gary was dood. Dat deed pijn, want we waren niet alleen concurrenten, maar ook vrienden. Nogmaals echter, het was de manier waarop we leefden. We kenden de gevaren en wisten wat we deden."

Zijn er grote verschillen tussen de machines van toen en die van nu?

Jim Redman: "Het materiaal dat Honda mij ter beschikking stelde was in die tijd het beste van het beste. Het was in elk geval goed genoeg om mij veel races te laten winnen. In die zin is dat heden nog steeds zo. Het grote verschil is de inbreng van de rijder. Vroeger moest de coureur het helemaal alleen doen. Er bestonden geen computers. Ik heb ook met moderne MotoGP-machines mogen rijden. Alleen al door de grotere cilinderinhoud gaat het veel harder. De elektronische hulpmiddelen houden ze beheersbaar. Zonder talent kan een coureur echter nooit winnen. Dat is niet veranderd."

In de jaren zestig waren er geen grote sponsors en teams. Hoe werd het team draaiende gehouden en hoe kwam u aan de kost?

"De rijders van de subtop en het tweede garnituur knoopten de touwtjes aan elkaar zoals ik zonet al heb beschreven. Bij de fabrieksteams, zoals dat van Honda, draaide het bedrijf op voor alle kosten. Er bestond nog geen sponsoring. Zelf was ik in volledige dienst bij Honda. Ik heb een goede tijd gehad, Honda betaalde prima en met mijn inkomen kon ik er gemakkelijk een Ferrari op na houden!"

Rossi is een paar jaar terug boos naar Yamaha vertrokken wegens de veronderstelde arrogantie van Honda. Hoe was destijds uw verhouding tot Honda?

"Valentino is een groot racetalent en iemand die leeft voor de fun. Ik denk dat hij die lol niet meer kon vinden bij zijn oude team. Honda had hem echter nooit moeten laten gaan. Het is misschien wel de grootste fout die zij de laatste jaren hebben gemaakt in de racerij. Niet alleen Rossi verhuisde naar Yamaha, moor hij nam ook een groot deel van zijn winning team met zich mee.
Wat mijzelf betreft echter, ik heb een geweldige tijd gehad bij het team. Iedereen sloofde zich uit voor mij en ik kwam nooit iets tekort. Ik wist dat ik belangrijk was voor Honda, dat liet men mij duidelijk merken. Op een keer, de dag voor een belangrijke wedstrijd, kwam Mr. Soichiro Honda himself bij me langs. Hij legde vertrouwelijk zijn hand op mijn schouder en fluisterde in mijn oor: "Jim, the fate of the Honda factory depends on you. We know you can do it. Go for it!"
Ik kon naast het rijden ook een positieve bijdrage leveren aan het team, want in die tijd was het nog niet gebruikelijk dat Japanners goed Engels spraken. Als ze de taal al beheersten, dan was dat het ‘nette' Engels. Het kwam wel voor dat toeleveranciers van vering, banden en andere onderdelen met hun ‘slang' niet verstaan werden door de technici. Daar kon ik dan een vertaalslag overheen leveren.

Tot slot nog een vraag over Rhodesië, of liever Zimbabwe, zoals dat tegenwoordig genoemd wordt. U stond altijd in de uitslagen als "J. Redman, Rhodesia". Woont u er nog steeds en wat vindt u van de politieke situatie op dit moment?

"Het is een verdrietige zaak wat Mugabe teweeg heeft gebracht. Toen hij aan de macht kwam, vele jaren geleden, zeiden we al tegen elkaar dat er niet veel goeds van kon komen. Rhodesië was een welvarend land, ondanks sociale ongelijkheid en dergelijke. Daar is nu niets meer van over.
Ik ben opgegroeid in Engeland, had enkele jaren gewoond in Rhodesië en vervolgens over de hele wereld rondgereisd tijdens mijn dagen als coureur. Toen ik stopte met racen had ik eigenlijk geen thuis meer. Zimbabwe vond ik geen optie, vanwege de politieke wind die er was gaan waaien. Ik heb toen besloten me te vestigen in Durban, Zuid-Afrika. Daar woon ik nu nog steeds. Ik voel me er thuis, maar reis nog steeds graag de wereld rond, als de kans me wordt geboden. Sinds de Centennial TT in '98 wordt ik regelmatig gevraagd. Het eerste dat ik daar heb rechtgezet, is de manier waarop ik in de programmaboekjes zou worden vermeld. "J. Redman, Zimbabwe", stelde de organisatie voor. Dat kon niet kloppen. In Zimbabwe heb ik nooit geleefd. Wel in Rhodesië, maar dat bestaat niet meer. Dus nu staat er: J. Redman, ZA".

De omstanders staan te dringen. Ik heb al teveel van uw tijd genomen. Thank you and good luck, mr. Redman!

Ik geef Mr. Redman terug aan het publiek. Het wil met deze sympathieke en interessante beroemdheid op de foto. De mensen willen handtekeningen op hun T-shirts, programmaboekjes en posters. Redman is meteen weer druk. Later die dag opent hij de wedstrijdserie. Hij is bijna tachtig, maar nog steeds geen kleine man. Hij torent door het open dak vanuit de achterbank van de Fiat Topolino en houdt de rondemiss stevig vast.
's Middags rijdt hij tot drie keer toe zijn ronden over het circuit met de machine van weleer. 's Avonds staat hij paraat in de feesttent, om de handen te schudden van de klassenwinnaars en de bekers uit te reiken. Als er even verder niemand kijkt, ontspant zijn gezicht. Ik zie hem heel kort met andere ogen: een bejaarde man, met ingevallen en getekend gezicht, in een korte broek met spillebenen, eenzaam tussen onbekenden, in een land ver van huis. Maar daar komt de microfoon weer zijn kant uit. Zijn glimlach komt terug en hij zegt: "Overal ben ik al geweest, maar Vlagtwedde zal ik me altijd herinneren als een plek waar ik welkom was, met alleen maar welwillende en lachende gezichten om mij heen. Het was een geweldige dag; iedereen bedankt!"

Een professional, die dezelfde avond alweer in het vliegtuig zit, op weg naar het volgende evenement in Finland.
